INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST (Program Manager)

Responsibilities
You will be responsible for receipt, storage, delivery, and disposal of Government Furnished Materials (GFM) required for modernization, alteration, overhaul, maintenance and repair, of U.S. Navy ships and crafts
You will be responsible for providing quarterly training to PNSY Code 400 personnel to include Lead Contracting Specialists, Branch Heads, DCCO and CCO technical guidance over property administration
You will receive, approve, recommend changes, and/or recommend disapproval of the contractor's property control system and other revisions after reviewing and testing procedures
You will review, analyze, and evaluate contractor organizational structure, assignment of functional responsibilities, authorities, manning and divisional interfaces to ensure an adequate management capability
You will plan, schedule, and conduct property control system analysis annually
You will establish policies governing approval of contractors' property control systems and the surveillance of such systems, to include the loss, damage, or unreasonable consumption of Government property
You will be contracting for ship repairs and alterations utilizing various contract strategies to meet customer requirements

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

This is a bargaining unit position
You will be required to successfully complete a pre-appointment physical examination
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn and maintain this certification per DoD Instruction 5000.66
Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66
You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift
Work is performed in areas where potentially harmful physical and chemical agents are present
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Experience applying knowledge of industrial property management programs and industrial property clearance programs to develop, implement, administer, and evaluate programs, procedures, and policies in both
Experience evaluating contractor business practices relating to the acquisition, control use, consumption, maintenance, storage, and preservation of Government Property
Experience with contract provisions and government procurement programs to interpret and apply contract clauses related to government property administration and plant clearance
Experience enforcing requirements of Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS)
Experience using statistical techniques for evaluating and analyzing property control systems
Experience communicating effectively orally and in writing, to prepare correspondence, reports and spreadsheets
