EXECUTIVE DIRECTOR OF MANPOWER AND PERSONNEL

USAJOBS is seeking an Executive Director of Manpower and Personnel at NORAD and USNORTHCOM. This role is responsible for formulating program goals, plans, and policies for the directorate's mission that serves two Commands and impacts the entire Department of Defense.

Responsibilities

Serves as the primary advisor to the Combatant Commander on all civilian and military manpower, personnel and readiness issues and programs
Plans, develops, and directs advisory and support services for the missions across both Commands and the Components, Regions and Subordinates
Serves as the recognized authority in the analysis and direction of civilian and military manpower, personnel and readiness programs and issues
Represents the directorate officially and, when acting for the Director, possesses the same authority and prerogatives, excluding UCMJ authority which is vested in military officers only
Exercises second level supervisory and managerial authorities over directorate civilian and military personnel
Works with the Director, sharing the overall management of the directorate, engagement with senior leadership across the Commands as well as Components, Regions and Subordinates
As Executive Director of Manpower and Personnel at NORAD and USNORTHCOM incumbent plans, organizes, and manages the activities of the directorate with the Director, and serves as the primary advisor to the Combatant Commander on all civilian and military, manpower, personnel and readiness issues as well as routinely provides executive level subject matter expertise to the Commander of NORAD and USNORTHCOM as well as Senior Leadership at all levels
Exercises supervisory personnel management responsibilities
Directs, coordinates, and oversees work through subordinate supervisors
Advises and directs staff regarding policies, procedures, and directives of higher level management or headquarters
Participates in special projects and initiatives and performs special assignments
Represents the Manpower and Personnel Directorate with a variety of Command and functional area organizations

A Top Secret/Special Sensitive clearance is required for this position
The employee is required to possess and maintain a Top Secret/Special Sensitive clearance as a condition of employment
May be required to perform Battle Roster function during Exercise and Real World events
Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed 'Unscheduled' Telework
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible
Knowledge of Readiness, Manpower and Personnel functions, operations, policies, procedures, and practices
Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
Recognizes or uses correct English grammar, punctuation, and spelling; communicates information in a brief, clear, and organized manner
Uses correct English grammar to organize and communicate ideas in words that are appropriate to listeners and situations
Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance
