Responsibilities

Leads and manages a legal office responsible for providing comprehensive legal support across diverse subject matter areas, with a particular emphasis on disposal law and its complexities
Executes a full range of supervisory duties, including personnel management, fiscal/funds control, performance evaluations, performance awards, and disciplinary actions
Advises senior leaders on intricate legal and business issues related to the operation of the DLA Disposition Services mission, encompassing domestic and international disposal of excess and surplus property and materials
Cultivates a thriving organizational health, promotes a positive legal office culture, and fosters a work environment that prioritizes employee engagement, innovation, collaboration, communication, diversity, and inclusion
Ensures efficient office operations, develops subordinate legal professionals through mentorship and training, and implements strategies to increase employee retention
Manages legal matters related to Federal acquisition, contract performance, disposal law (including environmental considerations), ethics, fiscal law, international/operational law, installation issues, administrative investigations, labor and employment law, and alternate dispute resolution programs
Guides subordinate attorneys in providing effective oral and written advice and advocacy to clients, leveraging alternative dispute resolution techniques, developing sound litigation strategies, and preparing persuasive oral arguments and written briefs
Represents Federal organizational clients before administrative forums concerning contract litigation, bid protests, and labor and employment disputes. Supports Department of Justice representation in Federal Courts
Leads office programs for education, professional development, and succession management, ensuring all personnel maintain and advance skills in areas of mission-related expertise, particularly disposal law, and are prepared for professional advancement
Defines and assigns work to subordinates based on priorities, complexity of assignments, and individual capabilities. Provides technical legal oversight, with an emphasis on disposal law. Develops and evaluates subordinates' performance standards, adjusting as needed
Upholds EEO policies and communicates support of these policies to subordinates. Ensures equity in determining selections, assignments, training, promotions, details, qualifications, discipline, and awards to employees

Required

The first professional law degree (LLB. or J.D.)
Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia
Professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position
Must be a U.S. Citizen
This is an Excepted Service position
Security Requirements: Critical Sensitive with Top Secret
Appointment is subject to the completion of a favorable suitability or fitness determination
Financial Disclosure Requirement: Required
Supervisory Probation: Required
Completion of Supervisory Certification Program: Required
You must obtain and maintain a Top Secret security clearance

Preferred

Strong expertise in Acquisition Law and/or Disposal Law is highly preferred
Demonstrated expertise in Employment Law, Environmental Law, Fiscal Law, and Government Ethics is highly desirable
Demonstrable breadth and depth of legal experience across multiple organizations and at varying levels of responsibility
Exceptional analytical ability, including the capacity to quickly identify and thoroughly research complex legal issues, analyze various options and their associated risks, and develop creative and effective solutions
Exceptional written and oral communication skills, including the ability to articulate complex legal concepts clearly and persuasively to diverse audiences
Demonstrated sound legal and business judgment, with the ability to weigh legal considerations against operational realities and make well-reasoned, strategic recommendations
Excellent interpersonal skills and the ability to foster strong client relationships
