ASSISTANT COMMANDER FOR CONTRACTING MANAGEMENT NAVAL SUPPLY SYSTEMS COMMAND
The Naval Supply Systems Command (NAVSUP) is seeking an Assistant Commander for Contracting Management at its Headquarters in Mechanicsburg, PA. This role involves providing strategic leadership to the contracting community and establishing a framework for the delivery of contracting services across the Navy Field Contracting System (NFCS).

Responsibilities
You will serve as the Head of the Contracting Activity (HCA) principal advisor for contracting policy matters, operational reviews and specific approval actions, and act for the HCA in the management of contracting and purchasing matters
You will serve as the senior contracting official for the Command, responsible for completing 42 percent of the Navy’s contracting actions, representing 9 percent ($8.1 Billion) of the Navy’s contracting dollars
You will exercise contract authority and execute contractual and administrative matters involved in the procurement of supplies and services to Naval Forces around the world (afloat and ashore)
You will establish contract policy for the Command's worldwide contracting operations in all areas, except for engineering and real property
You will serve as the NAVSUP command Procurement Performance Management Assessment Program (PPMAP) Manager and perform periodic selective reviews of contracting operations and related areas to determine an adequate system of checks and balances
You will direct and coordinate Command contractual programs and procedures in all fields of procurement to include implementing policies and practices with Command leadership, higher Navy and DOD Commands, and other Federal Agencies
You will serve as the Command Acquisition Executive and Husbanding Systems Provider program manager, acting as functional lead for the Standard Procurement System, Navy Electronic Commerce Online, and procurement automation issues
Qualification
Required
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees
Must be a US Citizen
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
May be required to successfully complete a 1-year SES probationary period
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
May be subject to pre-employment and random drug tests
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position is a designated Key Leadership/Critical Acquisition Position (KLP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Extensive knowledge of contracting practices and procedures as applied to supplies and services in support of U.S. Naval Forces, to include repair of depot level parts in support of major Naval Weapons Systems
Broad knowledge of techniques used in analyzing and negotiating large, complex, and high dollar value logistical contracts
Exceptionally deep working knowledge of the procurement regulations, which apply to Department of Defense acquisition with experience in drafting such regulations, and the process of having those regulations, accepted, and promulgated by higher authority
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs
