Responsibilities
Serves as Project Management Officer having specific program responsibility for assigned approved construction and renovation projects designed to maintain and upgrade the facilities of an Armed Forces Recreation Center
Performs project management activities in support of acquisition and integration; quality, value, testing and evaluation; logistics and maintenance
Assignments are broad and high value that impact quality of customer service and programs and can be characterized as highly scrutinized by the user and the public
Successful job performance requires a broad knowledge of Army material acquisition policies and procedures, a thorough knowledge of assigned systems, and knowledge of systems engineering and management principles in accomplishing assignments
Prepares, monitors, and evaluates integrated plans, programs, and time-phased schedules for assigned activities and directs, coordinates, and monitors the engineering efforts of organizations providing support
Develops programmatics for assigned projects to include resources of time and money required
Establishes a baseline program necessary to achieve the assigned technical goals of the system based on requirements documents provided by the "user" community, to include other military services
Prepares engineering and support cost estimates for projects, work breakdown structures, project execution and review schedules and other related documentation
Evaluates design concepts and assures engineering compromises necessary are beneficial and compatible to the total systems performance; initiates and/or evaluates engineering studies
Reviews progress reports to ensure adherence to technical requirements, schedules and cost objectives
Prepares and reviews test directives, observes tests, and analyzes results to determine adequacy of performance
Proposes corrective action necessary to minimize deficiencies and recommends development, suspension, revision, or cancellation of projects
Reviews and evaluates technical data packages prepared for engineering development and/or procurement
Maintains the configuration baseline and configuration management control of assigned projects
Coordinates and monitors the development/production engineering, and product improvement efforts of government entities and contractors providing project support to assigned systems/programs
Evaluates requirements and contractor capabilities in executing project activities; resolves problems pertaining to assigned areas and discusses with command leadership prior to implementation
Provides technical advice, guidance, and direction to engineers and technical specialists on all engineering aspects of assigned development/production efforts
Provides technical guidance when performance characteristics may not be met, assesses trade-offs, and coordinates modifications for user requirements
Reviews and assesses proposals and recommended deviations from established designs and specifications to resolve critical engineering problems and recommends approval and/or disapproval as may be necessary
Gathers, analyzes, evaluates, and integrates system information from all sources; identifies existing or potential problems; develops and/or negotiates acceptable solutions to resolve management difficulties
Establishes and maintains continuous liaison with Army contractors and engineers, technical specialists, user representatives, and other participants on matters pertaining to assigned engineering areas
Participates in and represents the AFRC at meetings, conferences, and program reviews
Serves on and interfaces with ad hoc working groups as required
Develops information papers, and other presentation materials to summarize and/or defend program plans, progress, accomplishments, and problem areas
Perform duties of the Contracting Officer's Representative (COR), coordinate and resolve requests for information (RFI), conduct analysis and provide recommendations to contracting officer for modifications, RFIs, and other design, construction and schedule related contracting issues
Conduct contract administrative functions as defined in COR appointment letter
Qualification
Required

Only education from accredited and pre-accredited institutions will be accepted
Foreign education must be evaluated for equivalency in the United States
A degree in a 4-year course of study in an accredited college or university leading to a degree in professional architecture/engineering is preferred, or a combination of education and construction related experience may be substituted for the degree requirement
Must have construction management experience related to the hotel industry and have knowledge of hotel operations
Must be able to communicate effectively both verbally and in writing
Able to work independently, making appropriate assessments of conditions, providing management with problem statement and recommended course of action, implements command decision, guidance, laws, regulations and policy in the development and execution of project designs and construction
Direct Deposit and Social Security Card are required upon appointment
