Responsibilities
Serves as the EFMP Training, Education and Outreach (TEO) Specialist to deliver and coordinate training and education, and develop the EFMP outreach program plan
Work includes delivering and coordinating training for EFMP staff, Marines and their families and coordinating marketing to promote awareness, education and provide resources for the Exceptional Family Member Program
Links eligible family members and their families with a variety of support services and resources at the command
Seeks out eligible members using an outreach concept and approach that fosters self-reliance and a sense of belonging
Ensures emphasis on positive customer experience for enrolled families and acts as the primary point of contact for resources and referral for Marines and families seeking assistance
Delivers and coordinates delivery of training for EFMP staff, Marines, their families, volunteer personnel and representatives of installation and community services on a variety of topics such as Individualized Family Support Plans, Individualized Education Programs and Extended Health Care Options to educate, recognize, identify and refer members to appropriate services for assessment and counseling
Develops relationships and partnerships with service providers on the installation and in the surrounding community to collaborate on providing training and resources to EFMP staff and enrolled members and their families
Works with EFMP Case Managers to establish support groups
Conducts personal interviews with unit and installation commanders, family members, and service activities to obtain data to determine priority of needs
May liaison with housing referral, youth services, the education center and coordinators of program resources to consolidate efforts
May coordinate resource personnel, transportation, equipment and materials to support referrals
Develops a consolidated portfolio of appropriate support services such as: Family Advocacy Program, financial assistance, medical care facilities and services and command resources
Develops the outreach program plan by promoting awareness and education among Marines and leadership of the EFMP on the installation by conducting briefings and educational campaigns
Seeks out opportunities to provide EFMP information at unit functions, briefings, family days, MCCS functions and public and DoD schools
Distributes and displays marketing and informational material in strategic locations such as medical facilities, TriCare service centers, Marine and Family Services Centers and other appropriate locations aboard the installation to ensure maximum publicity of program resources
Develops website content and writes articles for newspapers and newsletters
Performs administrative functions associated with the training, education and outreach program plan
Collects, analyses and maintains training, education and outreach materials such as: listings of services and resources, information on the command outreach concept and plan, reports, and surveys
Identifies program resource requirements and provides budget input for manpower, supplies, and equipment
Accesses the EFMP case management software system to gather information
Manages distribution and movement of case information to ensure confidentiality and security
Handles sensitive information that is proprietary, privileged, confidential or otherwise legally exempt from disclosure
Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18
Notifies the higher level supervisor and senders immediately when proprietary information has been released and advises on how to properly recover, and/or protect information
Qualification
Required
Four years of specialized experience (education in a related field may be substituted for experience) that demonstrates skill to serve as a Training, Education and Outreach Specialist to develop and maintain the EFMP Outreach Program Plan which includes coordinating awareness, education and resources, and linking eligible exceptional family members and their families with a variety of support services and resources at the command
Skill to conduct needs assessments, interviews, presentations, training sessions and coordinate resources
Demonstrated ability to effectively communicate, both orally and in writing
Ability to develop quality training
Ability to maintain effective communication and working relationships with all levels of employees and command, both inside and outside the organization
Knowledge of military structure and protocol
Ability to exercise initiative in resolving problems, rendering decisions, and carrying out revisions to plans
Ability to supervise, facilitate, run meetings, and to take charge and direct an event when necessary
Ability to analyze data and present logical conclusions and recommendations
Ability to utilize word processing and desktop publishing software
