Emergency Management Specialist (Mitigation)
USAJOBS is seeking an Emergency Management Specialist (Mitigation) to join the Regional Offices, Region Four, Mitigation Division. The role involves implementing and managing Federal grants and providing technical assistance, with a focus on compliance, monitoring grant performance, and developing materials for training and briefings.

Responsibilities
Reviewing applications to ensure compliance with applicable laws, regulations, guidance, and policy
Monitoring the status and performance of grant awarded to States, including performance reports, financial management and closeout sub-grants and overall grant awards
Reviewing revisions requests of previously approved Hazard Mitigation Grant Program (HMGP) projects: including costs changes, modifications to Scopes of Work, and expansions, and drafts formal approvals
Assisting with preparing responses to a wide variety of correspondence and issues such as Congressional inquiries, which require research and preparation of clear and concise replies
Compiling and sending monthly Dashboard Reports
Assisting with developing and presenting materials for briefings, training workshops, and conferences
Qualification
Required
You must be a U.S. citizen to apply for this position
You must successfully pass a background investigation
Selective Service registration required
You must be able to obtain and maintain a Government credit card
You must be able to deploy with little or no advance notice to anywhere in the United States and its territories for an extended period of time
To qualify for this Emergency Management Specialist (Mitigation) position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position
Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Reviewing data to provide program recommendations; Assisting in the administration of disaster assistance programs; Preparing written correspondence such as reports, instructions, and/or briefings
To qualify for this Emergency Management Specialist (Mitigation) position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position
Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Reviewing emergency management operations to provide recommendations; Developing Hazard Mitigation program materials for stakeholders, such as briefings, training workshops, and/or presentations; Providing technical assistance to internal and external stakeholders on mitigation programs
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
Preferred
Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M
