The AD provides oversight for Finance Management, Human Resources, Supply Chain Management, Health Admin Service, Consolidated Patient Account Center and Center for Development & Civic Engagement.

Responsibilities

Demonstrate knowledge of fiscal management principles and an understanding of government and agency wide budget systems as well as an acute awareness of the cost of medical equipment, supplies, and services
Make final decisions and identify sources of funding with varying and uncertain budgets
Manage available resources within direct line of authority, including; personnel, space, supplies and equipment, services, and funds, and establishes priorities for distributing resources based upon program needs and requirements
Assure that administrative policies and programs are coordinated with and in support of clinical activities; especially, in meeting requirements of accrediting agencies such as: The Joint Commission, Office of Inspector General, Commission on Accreditation of Rehab Facilities, Occupational Safety and Health Administration, and the College of American Pathologists
Serve as the facility subject matter expert and actively participates at the local, regional, and national levels on key budget and resource decisions
Foster an environment which enhances employee morale, sense of pride, and appreciation of their worth to the organization in order to increase employee productivity and retention
Establish minimum standards for quality and productivity; direct program implementation; direct quality and/or productivity programs for the facility
Take action regarding disciplinary cases and problems involving key employees; develop, evaluate/adjust organizational structures and/or management systems for administrative services
Investigate and respond to employee grievances and dissatisfactions in order to resolve conflicts
Advise, counsel, or instruct subordinate employees on complex administrative matters; resolve complaints, effect disciplinary actions and approve leave for Service Chiefs
Participate in public speaking engagements, meetings, and public relations events as an executive leader and representative of the Director and the Healthcare System
Establish and maintain good relations with various civic and professional groups, service organizations, accrediting agencies, volunteer groups, news media and the community
Promote and project an atmosphere of quality patient care, both within the facility and in contacts with the public
Resolve and soothe complaints from patients, family members or service organization representatives. Handle letters of inquiry and complaint from congressional offices, VA Central Office and third parties
Support the Green Environmental Management System to remain in compliance with all Federal, state and local environmental; public health; and resource protection laws, regulations and Veterans Affairs requirements
Implement and complete internal audits and reviews
Lead in the development and implementation of long-range and short-range policies and plans for the facility, giving much consideration to the administrative and clinical policies, standards and requirements of accrediting bodies and impacts to other area hospitals and the community
Provide information, resolve conflicts, and/or problems that may arise and assure management officials are familiar with the negotiated agreement
Review and ensure quality assurance and quality improvement progress to meet future patient care needs
Serve on or chairs strategic planning committees and leads on-site meetings with other agencies and program officials

You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization
Applicants must also possess management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and knowledge of the interrelationships and interdependencies among various medical and administrative services and programs
