USAJOBS is seeking a qualified individual to serve as an INTERDISCIPLINARY INDUSTRIAL ENGINEER/OPERATIONS RESEARCH ANALYST in the COST & SCHEDULE ANALYSIS DEPT of NAVAIRWARCENAC DIV. The role involves providing accurate and timely cost products, performing analyses throughout the system life cycle, and preparing cost estimates to support various management decisions.

Responsibilities
You will provide Cost Department Customers with cost products that are accurate, timely, and consistent and meet Cost Department quality standards
You will perform analyses for systems in all phases of the life cycle (development, production, sustainment) and involve state-of-the-art engineering and manufacturing techniques
You will fulfill all mandatory training requirements for continuous learning and professional development
You will prepare cost estimates to support the Planning, Programming, Budgeting, and Execution (PPBE) requirements, program reviews, logistics management reviews, and other management decisions
You will review the work of others and provides coordination and critical insights into the progress
You will conceive and develop major proposals for needs of the agency, and may be fully responsible for planning, directing, and achieving the success of a broad program

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS- 12/13 grade level or pay band DP-04 in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Leading the development of life cycle cost analyses/estimates involving the assessment of engineering risk (e.g., schedule, technology), manufacturing methods (e.g., determination of standards, realizations, and learning curves), and the business and financial aspects of alternate procurement and sustainment approaches; 2) Expertly applying concepts, principles, databases, and methods of cost estimating and analyses to the acquisition and/or development of air weapon systems; 3) Applying sophisticated techniques to operations research/engineering practices to direct the development of estimates; and 4) Expert team building/communication skills leading cost/schedule analysis efforts
Successful completion of a professional engineering degree
The program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus
