INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST

Responsibilities
You will serve as the subject matter expert (SME) to procure complex requirements, conduct negotiations, cost analysis and contract administration of this highly visible complete cost-reimbursable contract
You will review contractor's proposed property control procedures and program for accuracy, adequacy, and completeness
You will advise contractors on regulatory matters concerning property control, property use and maintenance of Government property or property acquired by contractors in performance of contracts
You will direct property disposal action of any government industrial property upon contract change, termination, or completion
You will direct the inspection and condition classification of unserviceable, non-repairable, and excess serviceable property for disposal actions
You will direct inventory and approves reutilization, transfer or disposal and final contractor inventories for contract closeout
You will interpret and adapt regulations and initiate and issue procedures and guidelines to maintain control, to conduct property surveys, and to evaluate the effectiveness of the overall industrial property administration program
You will recommend changes to contractor management to effect more efficient operation of the program and to improve utilization of personnel
You will examine contractor reports of consumption, usage, spoilage, maintenance work orders, etc., and advise contractor in writing of discrepancies noted and corrective action required
You will serve as the appointed Property Administrator for the assigned contractor(s) contracts with complete responsibility for planning, coordinating, performing the full range of property administration duties
You will be responsible for pre-award surveys, post-award conferences, contract reviews, risk assessments, surveillance, loss/damage/destruction investigations and determinations, contract close-out actions
You will be responsible for the administration of contract provisions, relating to control of Government property in the possession of contractors from acquisition through disposition
You will review solicitations for proper property clauses, data elements, pertinent items under the special provisions section, and amount of property administration effort required
You will attend pre and post-award conferences to advise on property matters and assure property administration problems and responsibilities are made known and explained to interested bidders, source selection boards, and successful contractor
You will evaluate contractors' systems for compliance with the Federal Acquisition Regulation (FAR) and sound industrial practices
You will frequently visit contractor premises to ascertain that contractor complies with written procedures and uses government owned property for performance of contract only
You will establish plan for appropriate disposition of government property that becomes excess or will be disposed of upon termination or completion of contract
Qualification

Must be determined suitable for federal employment
Must participate in the direct deposit pay program

This is a bargaining unit position
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Evaluating surveillance and control of the contractor's management of government property
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Analyzing contractor's procurement to determine requirements, use, or consumption of government property
A transcript must be submitted with your application if qualifying using education
Preferred
Successful completion of a Ph.D. or equivalent graduate degree
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. degree
Possession of an LL.M. that is related to this position being filled
A combination of experience and graduate education as described above that equates to one year of experience
