Readiness Program Analyst
USAJOBS is seeking a Readiness Program Analyst for the US Cyber Command - J3. The role involves making recommendations to improve readiness reporting processes and collaborating with various teams to address cyber workforce issues.

Responsibilities
Making recommendations to resolve gaps in the readiness reporting process, including developing specialized analytical techniques to accurately project cyber workforce resources
Devising project plans (and associated budgets and schedules) to develop new or improved readiness reporting and workforce planning processes and tools, and briefs reporting seniors as to the needs these efforts
Surveying relevant and available data resources to capture, analyze, and maintain accurate reports of cyberforces available to support the DoD cyber mission
Monitors automated systems for updates and preparing data for action
Collaborating regularly with other functional teams within and outside the Command to assure that their planning efforts realistically address known and anticipated cyber workforce issues
Participating in exercises and tests of emergency and personnel mobilization plans, analyzes results, and briefs reporting seniors on findings
Qualification
Required
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Three year trial/probationary period may be required
The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam
This is a Drug Testing Designated Position. covered by the Alcohol and Drug Abuse Prevention and Control Program. Incumbent is required to sign a DA Form 5019-R and pass urinalysis testing
The incumbent may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime
Employee must obtain and maintain the following requirements: Foundational qualification requirements within 9 months, Resident qualification requirements within 12 months, 20 hours of Continuous Professional Development (CPD) per work role code
In order to qualify, you must meet the experience requirements described below
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social)
You will receive credit for all qualifying experience, including volunteer experience
Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application
To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position
Such experience is typically in or directly related to the work of the position to be filled
Specialized experience would be demonstrated by 1. Reporting readiness to support cyber operations; 2. Evaluating workforce readiness issues; AND 3. Applying quantitative and qualitative analysis methods to validate findings and recommended courses of action
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
