Responsibilities

You will serve as Area Engineer and Administrative Contracting Officer (ACO) with the direct responsibility for establishing Area Office mission goals within District guidelines, and the overall management for Area Office
Through subordinate supervisors, you will direct the full range of field and office engineering functions
Through subordinate supervisors, you will plan work to be accomplished, set priorities, and prepare schedules for the completion of work
Assign work to subordinate offices based on priorities, selective consideration of the difficulty and requirements of the assignments, and the capabilities of employees
You will have responsibilities for management of subordinate Resident Offices pertaining to contract, administration, quality assurance and budget monitoring within the organization
Initiate requests to servicing Human Resources Directorate for effecting personnel actions
You will serve as the authoritative Corps representative for the Area Office with outside groups and stakeholders
Assume full responsibility for administering the District's safety program within the Area Office

Required

Obtain and Maintain a State Registration as a Professional Architect/Engineer. (At the time of Application)
Obtain and Maintain Valid Driver's License
One year supervisory probationary period is required
Position is designated Mission Essential; incumbent must report to duty in case of inclement weather
This is a Defense Acquisition Workforce (AWF) position. The incumbent must meet the DoDI 5000.66 requirements
Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years
One year of specialized experience which includes: 1) Managing construction contract administration of major civil works or military construction projects to ensure conformance with contract requirements. AND 2) Formulating solutions to complex issues during all phases of a construction project
Basic Requirements (for Engineers): A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Basic Requirement for (Architect): A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at GS-14 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration
You will be required to provide proof of U.S. Citizenship
One year trial/probationary period may be required

Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees
Special Requirement: Lift objects weighing up to 50 pounds including climbing ladders and working from scaffolding or other elevated surfaces
