RN -Deputy Chief of Education & Learning Resources
The VA Central California Health Care System is seeking a motivated RN-Deputy Chief for Education and Learning Resources. The Deputy Chief will assist in leading the service, overseeing the planning, implementation, and evaluation of education programs to enhance care quality for Veterans. Responsibilities
Function as an advisor, administrator, educator, consultant, and mentor within the Education & Learning Resources (ELR) service, leveraging a wide range of experience and leadership ability
Collaborate with the Chief of ELR to provide strategic leadership and oversight for daily clinical and administrative operations within ELR, as directed by the Associate Director for Patient Care Services (ADPCS)
Manage and provide direct supervision of select staff responsible for various education programs throughout the healthcare system, ensuring alignment with organizational goals and standards
Conduct comprehensive education needs assessments and oversee the design, implementation, and evaluation of staff and patient education activities to meet identified needs
Ensure the integration and application of the Donna Wright competency model into competency activities for all patient care areas, promoting continuous improvement and professional development
Serve as the acting Designated Learning Officer (DLO) and acting Chief of ELR as required, to provide seamless leadership in employee training and education
Collaborate with VHA's Employee Education System (EES) to ensure compliance with educational requirements, including mandatory training, Talent Management System (TMS) usage, availability of learning resources, and all Veteran Affairs Central Office (VACO) reporting related to nursing education
Act as a backup for multiple educational programs, ensuring continuity and effectiveness in the absence of primary program managers
Promote and support a culture of continuous learning, professional development, and evidence-based practice within the healthcare system, enhancing the quality of care provided to Veterans

U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy

English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English
Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD)
Licensure: Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)
Preferred
Experience in healthcare education and training, including the design, implementation, and evaluation of educational programs for clinical staff
Demonstrated leadership and management skills, particularly in overseeing educational programs and supervising staff within a healthcare setting
In-depth knowledge of educational models and frameworks, such as the Donna Wright competency model, and their application in clinical practice
Strong background in compliance with educational regulatory requirements
Proven ability to collaborate with multidisciplinary teams to develop and disseminate educational resources and promote evidence-based practices
Excellent communication and interpersonal skills to effectively mentor, guide, and consult with staff at various levels within the organization
Strong organizational and administrative skills, with the ability to handle multiple programs and projects simultaneously
Commitment to continuous learning and professional development, with a passion for advancing educational excellence in healthcare
