Responsibilities

Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Human Resources Operations Center and are assigned based on the need of the agency
Provides technical and administrative direction to a branch of Supervisory HR Specialists, HR Specialists, and HR Assistants to accomplish assigned work involving Processing, Records, and Timekeeping actions
Projects requirements to support future complex organizational changes with innovative solutions that accommodate operational needs without compromising mission requirements or applicable governing rules and/or regulations
Applies an integrated approach to researching, analyzing, and assessing the full range of diverse HR program issues, determine the degree to achieve the fundamental program goals and objectives, and recommend enhancements or quality improvements
Develops and evaluates policies, processes, and procedures in assigned program areas, takes necessary actions to achieve organizational objectives, and recommends improvements for the future
Applies comprehensive knowledge of processing, records, and timekeeping concepts through understanding of assigned organizations, sound working knowledge of other personnel fields, and broad human resource management knowledge

Required

You must be a U.S. Citizen or U.S. National to apply for this position
Successfully pass a Background Investigation including financial disclosure
You must pass a drug screening
You must submit resume and supporting documentation
Males born after 12/31/1959 must be registered with the Selective Service
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service
The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/29/2025
You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government
Experience performing the following duties: Leading and overseeing workforce personnel action processing, eOPF/records filing, and/or timekeeping activities
Experience using HR automated personnel systems and share point to manage workload and develop status reports
Experience assigning, monitoring, and evaluating work products via qualitative and quantitative analysis and reporting
Experience facilitating projects among various levels of management and departments, ensuring consistency in project implementation
