Supervisory Clinical Laboratory Scientist (Regional Director)

The Veterans Health Administration is seeking a Supervisory Clinical Laboratory Scientist (CLS) to serve as a VISN-level director for PLM. This role involves providing overall technical and administrative direction to Clinical and Pathology laboratories, while also exercising supervisory responsibilities in planning, directing, and assessing the work of subordinate staff.

Responsibilities

Performs the full range of supervisory duties in planning, directing and assessing work of subordinate staff
Recommends appointment, plans and assigns work, gives advice and counsel, and evaluates work of subordinates
Plans, directs and coordinates all phases of laboratory operations
Collaborates with internal and external entities to facilitate the implementation of proposed policies and procedures
Negotiates and coordinates the development, acceptance and application of new standards and guidelines
Creates short-term and long-term goals and workplans, including forecasting material and budgetary needs
Develops processes to improve overall quality, efficiency and effectiveness of PLM services and financial management
Maintains knowledge of and complies with the federal regulations associated with the Clinical Lab Improvement Act of 1988
Ensures that system laboratories maintain compliance with regulatory agencies
Performs other duties as assigned

Must be a U.S. Citizen to apply for this job

Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)
A bachelor's degree or higher from an accredited college or university
Must possess at least one (1) year of experience equivalent to the next lower grade level (GS-14), which is directly related to the position to be filled
Knowledge (technical and operational) related to the clinical laboratory and health care systems
Skill in solving complex problems involving unique or controversial aspects of medical technology
Ability to effectively analyze workload, usage, cost efficiency, budget, staffing and quality assurance data and implement corrective actions when indicated
Ability to develop, implement, monitor, and assess strategic plans and goals to meet mission and program objectives
Ability to lead people to accomplish objectives
