Army Substance Abuse Prevention (ASAP) Specialist (Employee Assistance Program/Drug Testing)

Responsibilities
Conducts initial interview and assesses nature of employees’ problem(s), which may interfere with job performance
Drug Testing Coordinator (DTC). Provides subject matter expertise to civilian supervisors/employees engaged in drug testing
Represents the Army as a subject matter expert in court cases where the chain of custody and/or collection and processing protocols are challenged
Publicizes Employee Assistance Program services and ensures supervisors and employees receive training on how to access and use EAP services
Develops the employee assistance program budget as part of the overall installation Army Substance Abuse Program (ASAP) budget
Qualification
Required
Degree in behavioral or social science; or related disciplines appropriate to the position
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
One year of specialized experience which includes administering or overseeing drug testing operations, including specimen collection, chain of custody, laboratory coordination, ensuring the testing process is accurate and consistent
Conducting assessments, short-term counseling, and providing referrals for individuals who request evaluation for Employee Assistance Program (EAP) services
Ensuring compliance with policies, regulations, and standards for confidential records and program management
Must complete all necessary training and obtain Army Civilian EAP certification within the first 6 months of employment
Must be certified by the Department of the Army Drug Testing Coordinator (DTC) Certification Course within 3 months of assuming their duties
Must sign confidentiality agreement
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
