Supervisory Health Insurance Specialist

Responsibilities
Serve as the Division Director developing and overseeing policy analysis and the operational implementation of programs related to qualified health plans (QHPs) in the Federally-facilitated Marketplaces (FFMs)
Lead benefit and cost-sharing reviews, coordinating with CMS actuaries responsible for rate assessments, and overseeing the delivery of technical assistance to Issuers
Manage the development and negotiation of procurement contracts for operational activities, including the development of contractor specifications, work statements, and evaluation criteria to support group programmatic functions
Direct the development and reporting of administrative program performance metrics on bid submissions and financial solvency for program management and monitoring, public notice, and plan comparison
Oversee data sharing with Issuers, States, Marketplaces, and other Federal agencies, including the development of data-sharing agreements and the performance of user acceptance testing for bid review and financial solvency

You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Overseeing program operations related to Qualified Health Plans (QHPs) review in Federally Facilitated Exchanges (FFEs); 2) Developing policy, operational, and/or business requirements to ensure compliance with ACA provisions for Qualified Health Plan (QHP) certification; AND 3) Planning, organizing, or assessing the work activities of subordinate employees
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying
