DIRECTOR COST ENGINEERING AND INDUSTRIAL ANALYSIS

NAVSEA is seeking a Director for the Cost Engineering and Industrial Analysis Group in the Naval Systems Engineering Directorate. The role involves overseeing cost and industrial analyses for various programs, developing budget estimates, and liaising with government and industry stakeholders.

Responsibilities

You will be responsible for all aspects of cost and industrial analyses for programs under the cognizance of NAVSEA and NAVSEA affiliated Program Executive Offices (PEOs)
You will be responsible for developing and reviewing defense acquisition system budget estimates for major platforms and systems acquisition and sustainment programs
You will be responsible for maintaining historical cost of ships and weapons, including systems development, production costs, and industrial costs such as direct labor rates, overhead, fringe benefits, and major subcontracts
You will be responsible for developing and leading execution of the procedures for assessing and evaluating acquisition program and life cycle sustainment costs
You will be responsible for coordinating, reviewing, and evaluating proposed Navy shipbuilding schedules and alternate planning for executability, including preparation of shipyard workload analyses
You will serve as liaison with Congress, government agencies, industry, and foreign governments for all matters relative to Navy acquisition and sustainment budget analyses

Required

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees
Must be a US Citizen
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
May be required to successfully complete a 1-year SES probationary period
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
Successful completion of a pre-employment drug test (including marijuana) is required
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites

Preferred

Experience with the technical, fiscal, and managerial capability required to oversee development, deployment, and sustainment of military/defense systems with a proven ability to lead large, multidisciplinary, and geographically dispersed teams
Broad knowledge in specialized areas of acquisition execution including cost estimating and cost trade-off analyses, economic analyses, financial management, and Planning, Programming, Budgeting, and Execution systems
