Maintenance Safety Manager (CASS/SMS)

Responsibilities
Develop, implement, and maintain SMS by the guidance contained in [14 CFR Part 5]. This includes documentation of SMS policies and procedures for the maintenance department
Monitor the operation for potential non-compliance events, Voluntary Disclosures, or other investigable events
Ensure the management of the department's Team Member Safety Reporting Program to include, when applicable, reviewing all reports, assist in developing and assigning mitigation actions, tracking mitigating actions, Team Member Feedback, and generating and analyzing monthly reports of incident data and mitigating actions
Monitor any new changes or additions to current departmental operations to determine if any mitigating actions are required
Coordinate monthly CASS board meetings and other department safety meetings
Perform self-audits regularly to ensure programs and associated functions are performing at the intended level
Analyze and evaluate department audits, self-audits, IEP, and regulated entity's findings, comprehensive fixes, and trends, and help subject matter experts (when applicable/requested) to create a plan of action, in coordination with SME’s, to identify and correct safety and compliance issues
Task safety recommendations corrective actions to ensure that follow-up actions have been taken which are effective
Interface with the Reliability and Quality Assurance Teams to ensure their support of the CASS
Prepare monthly reports for the CASS board including Operational Safety Data per the Safety Manual
Establish, coordinate, and maintain CAMP Element, and SMS within internal safety databases to ensure data to analyze and evaluate trends, and create plans to identify and correct safety issues
Perform safety analysis and trending of issues based on risk level. Implements and maintains a systemic approach for assessing and documenting the impact of issues and/or problems. Tracks actual occurrence versus projected risk impact
Drive continuous improvement in Maintenance Safety Programs by applying industry best practices to deliver superior results
Assist in event-specific investigations into all safety-related aspects of company operations, including but not limited to aircraft accidents, incidents or irregular events, HAZMAT, OSHA, EPA, and others as appropriate
Coordinate with specific departments’ leadership to set measurable safety objectives (goals)
Perform safety assurance review on corrective actions to ensure a hazard’s risk is as low as reasonably practicable
Investigate aircraft damage events within the maintenance department
Attend daily maintenance operational meetings for CASS board reportable items
Ensure department compliance with all regulatory and Allegiant Safety standards
Attend and present at the semi-annual industry Aviation Info-share safety forum
Review Monthly Reliability Report for potential CASS board reportable items
Develop Safety Promotion content for Maintenance personnel
Create and implement safety-focused training programs for Maintenance and Engineering personnel
Serve in the position of ASAP manager for Maintenance and supervise day-to-day operations of the Maintenance ASAP program, processing, reviewing, and analyzing data from reports
Engage Maintenance and Engineering personnel in safety interviews to identify lessons learned from safety events
Provide adequate resources and information to aid the ERC in determining the appropriate course of action
Compile reports and briefing to present to the Maintenance ASAP team
Conduct base visits to promote positive safety culture
Updated and maintain the Maintenance ASAP Memorandum of Understanding
Perform duties as an active Emergency Response team member when requested
Manage content of manuals that are related to Maintenance Safety Programs
Ensure any direct reports understand and apply our Customer Commitment and customer service standards to their daily responsibilities as appropriate
Model Allegiant’s customer service standards in personal actions and when providing leadership direction

Qualification
Required
Combination of Education and Experience will be considered
Must be authorized to work in the US as defined by the Immigration Act of 1986
Must pass a Criminal Background Check
Bachelor's Degree in related field
FAA Airframe and Powerplant Certificate required
Minimum eight (8) years of air carrier experience
Minimum six (6) years of A&P experience on aircraft similar to Allegiant's current fleet, primarily Airbus A319, A320, and Boeing 737 MAX 8 is required
Minimum four (4) years of experience supervising others
Minimum four (4) years of aviation safety and/or line or heavy maintenance experience
Proven exposure to Aviation CASS Programs
Thorough knowledge of Aviation Maintenance programs and the associated FARs surrounding them
Understanding of system safety principles and safety management systems
SMS course or equivalent proficiency
Understanding of Safety Risk Management
Excellent written and verbal communication skills
High computer literacy including data analysis, database, and word processing software
Ability to work collaboratively with external department stakeholders with a focus on continuous improvement of business practices
Conduct all interactions within the Allegiant Customer Service Principles
