Responsibilities

Defines operating criteria, monitors installation, and performs testing to determine the quality and efficiency of communications equipment and software
Conduct evaluations of telecommunications systems, projects, or programs to determine future expenditures. Conducts test and evaluation of respective telecommunications systems and networks
Reviews specifications and operational capabilities of the respective equipment and systems to ensure mission requirements are met
Provides Technical Quality Assurance by reviewing vendor plans and evaluating test results
Provide advice to technical personnel who are responsible for the installation and maintenance of equipment and systems

Required

Must be a U.S. Citizen
Males born after 12-31-59 must be registered or exempt from Selective Service
This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination
Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis
Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position
Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service
For this position, qualifying experience is defined as experience in optical telecommunications network implementation on multiple enterprise scale projects
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume
All qualifications must be met within 30 days after the closing date of this announcement
To be creditable, education must have been obtained in an accredited college or university
You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application
There is no substitution of education for the qualifying experience at the GG-14 grade level
