Responsibilities

Perform a variety of technical, training, research, planning, policy, program assessment, and administrative activities associated with the operations of program areas managed by the Education Outreach department
Provide support and collaborates in the planning, development, implementation, analysis, and documentation of Education Outreach programs
Serve as a liaison to coordinate program activities with key stakeholders, other TWC Divisions, other state agencies, or the general public as needed
Market assigned program(s) to community and professional groups to encourage and improve interest in the program(s) and sustain grant application submission numbers
Review and assist in evaluating applications for programs assigned. As needed, work with program colleagues to update evaluation criteria. As needed, train evaluation staff on scoring components, criteria, and perimeters
Evaluate programs, processes, and service delivery system methods to identify gaps in resources and recommend improvements and implement solutions
Communicate with program Advisory Boards, the state Governor's office, TWC staff, and Commission offices to coordinate or participate in Commission briefings, Advisory Board meetings, program data requests, and press releases relating to programs assigned
Collect, organize, analyze, and prepare material in response to requests for program information
Prepare administrative reports and studies and performs specialized research projects
May occasionally oversee multiple projects concurrently and represents the Division at internal and external meetings to report on projects
Perform all other duties and assignments in furtherance of the TWC and WDD mission and goals

Required

Two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency
Relevant academic credits may be applied toward experience qualifications for this position
Detail-oriented and possess intermediate to expert-level skills in decision-making
Managing complex department-wide projects or programs
Drafting and/or editing agency policy documents, RFAs, and leadership discussion papers
Ability to effectively collaborate and communicate with department colleagues, management, agency executive leadership, and other stakeholder staff
Knowledge of local, state, and federal laws and regulations relevant to RFA and procurement process, grant processes and the business functions of the Education Outreach department
Knowledge of principles and practices of public administration and management
Knowledge of building partnerships and pathways between workforce and education
Knowledge of K-12 Career and Technical Education (CTE) programs and policies
Knowledge of postsecondary education and technical training programs and policies
Knowledge of statistical analysis processes
Knowledge of research techniques
Knowledge of training and marketing techniques
Knowledge of program management processes and techniques
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems
Skill in operating computers and applicable software
Skill in meeting/event planning
Skill in effective communication with executive-level staff
Skill in initiative and innovation
Skill in flexibility and adaptability
Skill in working with program colleagues to update evaluation criteria of grants and/or programs supported, as needed
Skill in conducting research on programs, partners, and customers to ensure department aligns to contemporary practices, methodologies, and terminology
Ability to assist with the development of all RFA documents
Ability to develop action plan with other key staff on planned outreach or program efforts to encourage participation in or expand customer knowledge of assigned programs
Ability to review and assist in evaluating applications for grants or programs assigned
Ability to collect, report, and track program measure data to develop trend analysis and data reports for each program to share with TWC leadership and other stakeholders
Ability to consistently keep supervisor informed of program activities, goals, and progress
Ability to manage program evaluation activities including identifying areas of needed change and making recommendations to improve operations
Ability to perform lessons learned evaluation at the end of each grant program cycle to identify places for improvement and brainstorm with colleagues to identify and implement solutions
