Pharmacy Program Manager - Outpatient and VACC Pharmacy
USAJOBS is seeking a Pharmacy Program Manager for the Veterans Health Administration. Responsibilities
Identifies and justifies needed resources to meet the ongoing demands of the Community Care Program
Serves as the Pharmacist in Charge when designated by the Outpatient Pharmacy Supervisor(s)
Works with other pharmacy program managers and supervisors to adjust staffing and personnel assignments based on daily workload and demand
Responsible for being the Pharmacy champion, subject matter expert, and leader for all Community Care standards
Performs duties and leads efforts on the creation, development, and implementation of new policies, procedures, guidelines, and algorithms for Community Care pharmacy service and other areas of outpatient pharmacy practice as assigned
Ensures the section is compliant with all guidance provided nationally by PBM and VHA related to Mission Act and Community Care
Actively identifies and contributes to the development of Community Care areas or to the enhancement of existing services and ensures timely completion of assigned administrative projects and reports
Considers total patient therapy and provides accurate, appropriate, and timely responses to situations that arise requiring clinical and current standards of pharmacy practice. Clinical services shall include but not be limited to communication with a specialized clinical area as assigned, recommendations of alternative therapy, pharmacokinetics consultations, adverse drug reaction reporting, and documented drug information/interaction reports
Manages assigned drug distribution-associated recordkeeping, e.g., prescriptions, faxes, Community Care documents, competency assessments, quality assurance data, Vista reports, controlled substances reports, and investigational data
Meets all deadline requirements connected with these reports and/or records
Screening orders for incompatibilities, patient allergies, side effects, and drug interactions
Reviews and evaluates Community Care prescription requests for eligibility, appropriateness, and compliance with established criteria, where applicable
Participates in quality assurance and medication use evaluation programs
Provides first-line coordination and oversight of all Outpatient pharmacy dispensing activities (i.e. local window, local mail and via Consolidated Mail Outpatient Pharmacy (CMOP)
Ensures compliance with all DEA, Food and Drug Administration (FDA), VHA, Veterans Integrated Service Network (VISN) 8, and Bay Pines Health Care System regulations, policies, and TJC standards
Assists in the creation, review, and updating of Outpatient and VACC pharmacy policy and procedures
Interprets applicable laws, regulations, and standards and develops and implements policies and procedures regarding VA Community Care to ensure facility compliance and competency of personnel
Routinely monitors performance and quality of services, and initiates corrective/improvement measures
Qualification
Required
U.S. Citizenship
Proficient in written and spoken English
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree or on track to complete advanced degree from an accredited program by the time of hire
Graduates of foreign pharmacy degree programs must provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification
Must pass pre-employment physical examination
Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)
Must complete all application requirements detailed in the 'Required Documents' section of this announcement
Must be proficient in written and spoken English

Must serve a 1 or 2-year trial period during which fitness will be evaluated
Ability to communicate orally and in writing to persuade and influence clinical and management decisions
Expert understanding of regulatory and quality standards for their program area
Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise
Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy
Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters
Preferred
3 years' experience managing and coordinating the daily workflow and operational activities of an Outpatient Pharmacy
3 years' experience managing Community Care prescriptions
Expert knowledge in VHA Formulary Management Process
Experience with pharmacy project management, including data collection and analysis
Experience with policy development, including initiation, writing, and updating
