Facility Bond Analyst I

Wake County Public School System is seeking a Facility Bond Analyst I to conduct comprehensive analysis, verification, coordination, and reconciliation of assigned project budgets. The role involves ensuring fiscal compliance and effective budget management while collaborating with various stakeholders.

Responsibilities

Directs the maintenance and reconciliation of building program-related requisitions, pay applications, deposits, purchase orders, amendments, and liquidations for bond projects
Leads the accurate recording and reconciliation of sales tax for each contract, ensuring the school district receives its sales tax reimbursement
Conducts comprehensive analysis and research on the fiscal history of the building program, encompassing a wide array of projects and multi-year appropriations, to inform strategic financial decisions
Leverages WCPSS Project Management Software (Kahua) to review contracts and financial documents, advising project managers on necessary updates, and ensuring that all fiscal documents in DocuSign align with contracts and change orders. Ensures change proposals/orders comply with WCPSS Board Policy, thereby preserving contract integrity
Provides expert guidance to project managers, facility planners, and CIP staff on Board policies and procedures, ensuring adherence to fiscal compliance
Reconciles CIP project budgets with financial resolutions and budget amendments approved by the Board of Education and Wake County Board of Commissioners, ensuring alignment with fiscal plans
Generates and oversees the tracking of financial construction documents and purchase order amendments to manage contract amounts effectively
Administers the bi-monthly processing of contractor and project payments, collaborating with project managers and vendors to resolve issues promptly, adhering to the accounting county bond release calendar
Prepares, processes, and analyzes monthly budget reports, providing critical insights for management decision-making and periodic reporting to internal and external agencies
Performs other related duties, as assigned

Required

Extensive knowledge and understanding of accounting practices and generally accepted accounting principles (GAAP)
Considerable knowledge of Microsoft Office, specifically Microsoft Word, Excel, Power Point; Google Apps
Excellent organizational skills
Strong critical thinking, analytical, and problem-solving skills with a high level of accuracy and attention to detail
Skilled in operating accounting systems, including data management, research, and problem resolution
Proficient in creating and processing contracts related to purchase orders, with strong skills in budget procedures, accounting, purchasing, and procurement
Ability to learn and research new concepts, analyze relevant facts, make sound recommendations, and integrate approved recommendations into daily operation
Ability to demonstrate independent initiative in performing assignments, exercising judgment in the absence of clear directives
Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback
Ability to establish and maintain effective working relationships with school system staff, staff members of external funding agencies, and the community
Bachelor's degree in business, accounting, or closely related field
Experience in finance, accounting, or budgeting
An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job
Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements

Preferred

Knowledge of Wake County Public School System (WCPSS) financial systems and processes
Experience working with Oracle-based accounting systems
Experience with Audit Command Language (ACL) or other data mining tool
Experience with project management software (Kahua, Primavera Contract Manager, Maximo)
Experience analyzing construction service proposals and bid documents
