Manager, Program Cost Controls

Responsibilities

Lead and manage a team of financial analysts by providing support, mentorship and training
Management of earned value, analysis of program performance ensuring compliance with internal EVM policy and 10255
Quarterly development of Estimate at Completion (EACs)
Interfacing with Program Management Office and the Integrated Product Leadership Team, and ensuring compliance with financial policies
Support monthly pre-close and month end close activities including risk and opportunity management
Support the development of product group level inputs and updates to Annual Operating Plan (AOP) and Long Range Plan (LRP) objectives
Meet critical deadlines while managing multiple conflicting priorities
Use strong analytical abilities to understand data quickly in order to make informed business decisions
Prepare finance charts for Program Business Reviews, financial overviews and other reporting activities as required
Participation in key leadership strategy reviews
Support proposal development, submittal, negotiations and program start up activities

Required

Typically requires a Bachelor's and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years experience
Experience with data analysis and/or reporting
Experience with Program Controls and EVMS (Earned Value Management) and/or Estimates at Complete (EACs)
Experience with Financial Planning and Analysis
The ability to obtain and maintain a U.S. government issued security clearance is required
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
DoD Clearance: Secret

Preferred

Experience with proposals
Ability to communicate effectively with all levels of management both verbally and in written form
Experience interfacing with senior level management and customers, including formal presentations
Ability to think on their feet, make decisions in a fast-paced environment, and manage competing priorities
Ability to identify issues and implement corrective action plans that produce positive results
Ability to partner with various functional teams and work in collaboration on the successful execution of gate reviews, contract modification negotiations, financial reporting, and EAC's
Continuous improvement mindset and high attention to detail and accuracy
Demonstrate ability to meet critical deadlines and develop and apply solutions and process improvements
Proficiency with Microsoft Office products (Excel, PowerPoint, Word)
