Land Acquisition Officer (SR-28)
The County of Maui is seeking a Land Acquisition Officer to oversee the negotiation, acquisition, and disposition of County real property and public lands. This role involves planning, directing, and coordinating the work of a section, ensuring compliance with regulations, and advising on land acquisition issues.

Responsibilities
Assigns, supervises, and reviews the work of subordinates
Determines priorities of work projects and insures meeting of deadlines and schedules
Reviews engineering plans for public improvements to ascertain sites affected and nature and scope of projects
Researches, reviews, and abstracts property records, titles, deeds, and related legal documents to determine ownership history, encumbrances, and other factors affecting land acquisition
Develops policies, processes, and procedures to be used County-wide which address the acquisition, management, control, and disposition of real property and public lands
Reviews existing practices, policies, and procedures and recommends changes or revisions
Assures adherence to all County, State, and Federal regulations regarding the acquisition and disposition of real property and public lands
Recommends revisions to laws, ordinances, and rules as necessary
Advises staff on difficult land acquisition problems and needs
Coordinates and expedites the different phases of the program’s functions
Prepares correspondence, reports, and budget estimates
Principle advisor and resource for all County real property and public land interests
Represents the Department and/or County at conferences and meetings pertaining to real property and public land acquisition and negotiations
Appears before various boards and committees to testify, present, discuss, and/or substantiate submittals on land management matters
Meets with various departments and/or agencies on land matters
Conducts complex studies and collects and analyzes data [in order to develop reports and make recommendations]
Conducts field inspections
Conducts property appraisals or works closely with certified appraisers to assess the value of properties for acquisition purposes
Directs and coordinates the preparation for disposition of land, improvements, facilities, and interests in land by rights-of-way, lease or rental, easements, concessions, licenses or permits through public auction, calls for bids, or direct negotiation
Oversees the preparation and execution of real estate contracts and disclosure documents in accordance with County and/or State licensing requirements and ethical brokerage practices
Facilitates a systematic and periodic review and inspection of leased County properties to ensure facilities and assets are well maintained and free from lease violations
Coordinates the re-negotiation, drafting, signing, and approval of County lease documents and contracts between applicable departments and stakeholders
Maintains detailed records and logs
Establishes and maintains databases of a detailed inventory of the County-owned and or controlled real property and public lands
Administers process for invoicing, collecting, and auditing revenue from leases, licenses, and concessions of County-owned property
Provides training
Performs other related duties as required
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree in business or public administration, economics, or a related field
Five (5) years of professional work experience in buying and/or selling real property, one (1) year of which shall have been in a supervisory capacity
Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3)
Knowledge of principles and practices of supervision and office management
Knowledge of laws, rules, and regulations governing the administration of lands in the County of Maui
Knowledge of statutes and procedures relating to the conveyances of real property
Knowledge of methods of negotiation for the acquisition of private property
Knowledge of the provision of improvement district statutes
Knowledge of the various sources of information required in real estate transfers and other land acquisition matters
Knowledge of use of standard office machines and equipment, including personal computers
Ability to plan, direct, coordinate, and review the work of subordinates
Ability to read and interpret technical, legal, and engineering documents pertaining to land acquisition
Ability to write clear and concise reports
Ability to issue clear and concise oral and written instructions
Ability to deal tactfully and effectively with representatives of other agencies, property owners, and the general public
Ability to operate a personal computer using a variety of software applications
