Responsibilities

Provide programmatic and analytical support for Navy IT and network projects, including cost, schedule, and performance tracking

Develop, review, and maintain technical documentation, program status reports, and performance metrics

Conduct financial analysis, cost estimation, and budget reconciliation to support program objectives and fiscal compliance

Support Navy acquisition documentation development such as Statements of Work (SOW), Justifications and Approvals (J&As), and Independent Government Cost Estimates (IGCEs)

Coordinate with NSWCDD leadership, functional managers, and subcontractors to ensure program alignment and efficiency

Monitor project risks, develop mitigation plans, and track execution against milestones

Analyze data from project management tools and generate executive-level reports for leadership briefings

Support configuration control, logistics planning, and procurement activities

Prepare presentations, schedules, and data summaries for internal and external stakeholders

Ensure all program documentation aligns with Navy acquisition policies and DoD 5000-series directives

Required

Bachelor's degree in Business Administration, Finance, Information Systems, or related discipline

Project Management Professional (PMP) or DAWIA Program Management/Financial Management certification preferred

Proficiency with Microsoft Excel, Project, and other data analysis tools used for cost tracking and program reporting

Understanding of Navy Working Capital Fund (NWCF), PPBE (Planning, Programming, Budgeting, and Execution) processes, and DoD acquisition life cycle management

US Citizenship

Secret clearance (T3 investigation)
