Responsibilities

Develops, plans and schedules proposals
Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
Researches and analyzes historical data, develops cost models to support proposal efforts
Coordinates activities and participates in fact-finding meetings
Participates in cost and pricing reviews with management and customer representatives
Participates as a member of the contract negotiating team
Comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures
Demonstrating a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment

Required

Bachelor's degree with 8 years of relevant experience or a Master's degree with 6 years of relevant experience
Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 5 years or currently enrolled into Continuous Evaluation)
Must have the ability to obtain and maintain Special Access Program (SAP) clearance prior to the commencement of employment
Proficiency with MS Office Suite, specifically Excel, PowerPoint, and Word

Preferred

Active Special Access Program Clearance
Experience with SAP
Experience with SharePoint, Confluence, and Tableau (or similar applications)
Experience with program cost analysis in an engineering and manufacturing environment
Experience modeling production costs and affordability initiatives
Experience in professional communications with NG Leadership, USG officials in programs, DCAA and DCMA
Experience working within complex, high volume, high value proposals of varying contract types [FFP, FPIF, CPAF, CPIF, etc.]
Experience working with Basis of Estimate (BOE) tools and analyzing BOE quality
Experience with pricing models and applications (ProPricer, Excel, and similar)
Experience with S-Curve tools and analysis
Experience working with and / or developing rates and factors
Excellent problem solving and organizational skills
Excellent oral and written communication skills
Experience authoring Cost Volumes
