Program Manager, CES Crisis Housing

Upward Bound House is dedicated to ending intergenerational family homelessness, providing a continuum of services for over 30 years. The CES Program Manager will lead the Crisis Housing program for families, overseeing daily operations, staff supervision, and compliance to ensure a safe and trauma-informed environment.

Non-profit Organization Management

Responsibilities

Manage daily operations, including family intake, placement, and exit processes
Supervise and support case managers, housing navigators, and residential staff
Directly oversee the Residential Supervisor to ensure 24/7 coverage, safety, and trauma-informed care
Recruit, hire, train, and onboard staff to maintain strong program performance
Monitor and manage program budget, staffing, and operations
Ensure compliance with CES, LAHSA, and other funder requirements
Facilitate case conferences and strengthen CES partnerships to increase permanent housing placements
Oversee HMIS data quality, maintain program records, and prepare reports
Build and sustain community partnerships to expand housing opportunities

Required

Bachelor's degree in Social Work, Human Services, or related field
3–5 years of experience in homeless services, housing, or family programs
2+ years of supervisory or program management experience
Skilled in staff recruitment, hiring, and performance management
Familiarity with CES, LAHSA, and DMH housing systems
Strong leadership, communication, and crisis management skills

Preferred

Master's degree in Social Work, Human Services, or related field
Budget management experience
