SENIOR PLANS AND POLICY ANALYST

Responsibilities
As the forward planning and capabilities integrator, incumbent assists the N&NC/J5 Director in performing their role as the operational synchronizer for Homeland Defense (HD) in coordination with DHS and other interagency mission partners
Represents N&NC in a wide range of senior level conferences, key meetings, study/workgroups, committees, war games, exercises and other forums at various working groups with functional or multidisciplinary Homeland Defense (HD) and/or interests that involve policy and planning efforts of the interagency community
Establishes communication with key N&NC staffs to assure the flow of information is coordinated and relevant during meetings with internal and external HD and interagency entities
The Senior Plans, Policy, and Strategy Analyst supports operations at DHS and, if necessary, other DOD/interagency locations during contingencies

A Top Secret/Special Sensitive clearance is required for this position. The employee is required to obtain and maintain a Top Secret/Special Sensitive clearance as a condition of employment
If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement
This posn is subject to provisions of the DoD Priority Placement Program
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied is identified as a TDP

Some TDY is required. The employee may be required to travel by commercial or military aircraft, commercial or government ground transportation in the performance of duties
The incumbent of this position is subject to recall with little or no notice. Incumbent might be required to work an alternate work schedule, overtime, and/or weekends and holidays, if needed
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent agency
Individuals selected for Key positions must be made exempt from military mobilization and/or recall; Applicants for positions designated 'Key' who do not agree to this condition shall not be extended an offer of employment
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42
In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems
Expert knowledge regarding the laws, regulations, programs, practices, roles, missions, techniques, and key processes related to Homeland Security (HLS), DoD HD and DSCA communities and the national interagency network
Expert knowledge of DoD/Joint Staff Directives, regulations, and procedures as it pertains to Homeland Defense
Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of staffing standards covering complex programs
Skill in analyzing, planning, and adjusting work operations of organizational segments to meet program requirements and objectives within available resources
Ability to communicate effectively both in writing and orally
Skill in planning, gathering, organizing, and analyzing data, conducting assignments, as well as the ability to justify or resolve matters involving significant or controversial issues
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week
