LEAD COORDINATOR OPIOID RECOVERY RESPONSE TEAM

NEOGOV is seeking a Lead Coordinator for the Opioid Recovery Response Team to coordinate services for the Sheriff’s Office in collaboration with the Tri-County Commission on Alcohol and Drug. The role involves managing recovery response efforts, ensuring compliance with privacy standards, and providing clinical support and resources to individuals with substance use disorders.

Responsibilities

Provides coordination, clinical support and resources as part of recovery response team funded through SCORF grant to residents of Orangeburg County
Performs wellness visits with team members to naloxone-rescued individuals and others identified with substance use disorder(s)
Works with interdisciplinary team to identify mechanisms to increase engagement and opportunities to utilize recovery-orientated practices in addition to staffing cases and maintaining records
Ensures data accuracy, completeness, and timeliness through validation, quality control, and cross-referencing and assists in compiling required data for state and federal reporting requirements (SCORF reports)
Ensures individuals receive community resources including but not limited to: mental health services, vocational rehabilitation, substance use treatment, recovery resources and other services to improve social determinants of health
Plans semi-annual meetings/staffings with community partners to discuss barriers and best practices
Coordinates Sheriff’s Office opioid response efforts with Tri county Commission on Alcohol and Drug Abuse and EMS as described in SCORF Application
Organizes community and service provider training and awareness events as needed
Creates and assembles crisis response team to support first responders after difficult events (like SC FAST and/or SC LEAP)
Analyze referral outcomes and engagement rates to assess RRT program effectiveness
Collects, organizes and analyzes data for recovery response team by reviewing past calls regarding substance use and behavioral health. Identifies trends including geographic clustering, time-of-day, and demographic patterns identifying high-risk areas or populations for targeted outreach and prevention activities
Prepares reports for administration, county leadership, and partners to support rapid response and decision-making by Sheriff’s Office leadership
Develops coordinated efforts of service with Calhoun County including trainings and pop-up events
Educates stakeholders on best practices and presents findings at internal and external meetings, summarizing data trends in plain language for non-technical audiences
Support the development of new interventions through evidence-based insights
Assist with grant evaluation metrics and continuous improvement efforts
Uphold strict confidentiality and data-handling standards in accordance with HIPAA, FOIA, and 42 CFR Part 2
Participate in community coalitions, task force meetings, and partner workgroups as a data subject-matter expert
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and case management software in performing work assignments
Perform other duties and related work as instructed and assigned

Required

Master's Degree in Rehabilitative Counseling or equivalent
Five years of experience in law enforcement and dispatch with expertise in CAD and RMS
Demonstrated ability to clean, analyze, and visualize large datasets from multiple sources
Strong written and verbal communication skills, including experience presenting data findings to non-technical audiences
Ability to manage sensitive information with discretion and confidentiality
Familiarity with substance use disorder data, harm-reduction programs, or community paramedicine
Experience in grant-funded program evaluation and federal/state reporting frameworks
Candidate must obtain certification through APSC or licensure within three years of start date
Must possess and maintain a valid South Carolina Driver's License
