Senior Inspector -- MTA Traction Power and Substations
PACO Group, Inc. is seeking a highly experienced Senior Inspector to support the Metropolitan Transportation Authority (MTA) on a Substation Component Replacement Project in Bronx, New York. The Senior Inspector will lead field inspection, safety, and quality assurance for high-tension and low-tension work, ensuring compliance with MTA standards and specifications while mentoring junior inspectors.

Responsibilities
Oversee daily field inspections of traction power and substation construction for compliance with MTA standards, contract requirements, and approved drawings
Lead inspection of Con Edison high-tension feeders, PLBs, switchgear, rectifiers, transformers, and control panels from the property-line connection through low-voltage distribution
Coordinate closely with Con Edison and MTA Power Department for feeder tie-ins, energization, outage windows, and testing
Verify conduit routing, grounding, labeling, terminations, system interconnections, and equipment alignment
Witness and document factory and field acceptance testing (FAT/SAT) and megger testing, continuity and insulation-resistance tests for substation, SCADA, and related electrical systems
Implement and document QA/QC procedures, inspection checklists, redlines, test logs, and non-conformance tracking for all electrical systems
Promote and enforce safety best practices, OSHA (29 CFR 1926), NFPA 70E, MTA Electrical Safety Standards, and Lockout/Tagout (LOTO) procedures
Lead coordination with contractors, Resident Engineer, and Assistant RE to resolve field issues and maintain schedule
Provide technical direction and mentorship to Junior Inspectors; review daily reports, photos, and testing documentation for accuracy and completeness
Qualification
Required
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint, Teams) and familiarity with safety management and QA/QC documentation software
Strong understanding of MTA Power Department procedures, Con Edison interfaces, and traction power / substation systems including rectifiers, transformers, and switchgear
Proven ability to lead inspection teams, mentor junior staff, and enforce safety, quality, and compliance standards
High attention to detail with a proactive approach to identifying, assessing, and mitigating electrical hazards and construction risks
Excellent communication, coordination, and leadership skills, capable of working across multidisciplinary teams and managing client interactions
Ability to interpret single-line diagrams, wiring schematics, and control logic and translate technical issues into field actions
Commitment to fostering a culture of safety, accountability, and continuous improvement in all field operations
Minimum eight (8) years of progressively responsible experience in electrical inspection, traction power, or substation systems
Strong technical expertise in Con Edison interfaces, high- and low-tension switchgear, rectifiers, transformers, SCADA systems, and related infrastructure
Demonstrated understanding of AC/DC traction power distribution, protective relaying, cable splicing/termination, and grounding systems
Familiarity with NEC (NFPA 70), NFPA 70E, and applicable IEEE/IEC standards for substation design, testing, and commissioning
Ability to review and interpret single-line diagrams, electrical schematics, and control logic drawings
Experience witnessing and documenting FAT/SAT/SIT, megger testing, continuity verification, and commissioning of power and control systems
Experience with SCADA telemetry, PLC integration, and systems integration testing (SIT)
Direct, hands-on project experience aligned with current systems, codes, methodologies, and emerging industry trends
Proficiency with QA/QC inspection, field documentation, and technical reporting
OSHA-30 certification and valid driver's license
Eligibility for active substation or traction-power site access
Prior experience supporting MTA, Port Authority, or utility power projects
Preferred
NICET Level III or IV in Electrical or Construction Inspection
Licensed Master Electrician, Electrical Engineer (EIT/PE), or equivalent credential is preferred and may enhance consideration, but these credentials are not required for the role
Completion of NFPA 70E Electrical Safety for Qualified Persons training
Hands-on experience with protective relays, relay logic, transformer oil sampling/testing, substation commissioning, and equipment troubleshooting
Working knowledge of ProjectWise, Unifier, or comparable CDEs and experience on design-build or multi-discipline transit power projects is desirable but can be developed on the job
Cybersecurity awareness training focused on protecting SCADA networks from potential threats and vulnerabilities
Experience leading coordination efforts between Con Edison, MTA Power Command Center (PCC), and in-house MTA Power Department staff
