Distribution System Supervisor

Responsibilities

Supervise and perform engineering activities related to distribution which are required to ensure continuity of service, efficient system operations and economical use of personnel, vehicles, equipment, materials and finances to facilitate accomplishment of the District's mission and goals
Senior engineering design or review of distribution designs and projects
Make work assignments, provide training and supervise Distribution Engineering employees
Supervise, plan, engineer and design for the construction, operation and maintenance of the District's distribution system and customer load additions
Develop and improve short and long range planning for providing system capacity, service reliability and efficient operation of the distribution system
Supervise, plan and engineer special projects as directed
Develop and maintain specifications and standards for distribution materials and construction
Manage and ensure proper operation of the District’s work order system
Provide senior design review of all Serviceman and Distribution Engineering designs
Provide forecasts and other information to assist in the acquisition of distribution project materials
Supervise the District's mapping functions including one-lines, as-builts, detail maps and electronic map systems
Plan, direct and supervise development of ESRI based Geographical Information Systems (GIS) and associated systems integration
Develop, monitor and prudently manage department budget
Assist Manager in development and update of the Long Term Capital Plan
Monitor and maintain adequate distribution system protection and coordination
Plan, administer and develop contracts related to distribution projects
Administer the District's performance management process for supervised employees
Supervise and promote accident prevention, including training and compliance with applicable rules and regulations
Interpret and apply pertinent District policies and regulations, including necessary communications and conflict resolution
Establish and maintain safety standards for distribution systems to meet federal and state regulations
Evaluate and authorize customer load additions and interconnections
Draft and review switch orders and supervise or direct transmission and distribution switching and system operations
Manage District’s Outage Management System and direct Operations crews and support staff in the efficient restoration of system outages and emergency response
Maintain outage data and produce associated reports
Provide for instruction and training of assigned staff
Ensure customer line data system and outage notification communications are adequately maintained
Perform dispatching duties when required
Provide assistance in engineering various building improvements
Provide other departments engineering and technical support
Represent the District on interagency committees and working groups as directed

Required

Bachelor of Science in Electrical Engineering required; power option preferred
Professional Engineer License required
A minimum four years' experience as Senior or Supervising Engineer, including Project Management Experience
Must have 8 years' experience electric distribution design, construction and operation, including overhead and underground systems, fault analysis and computations, coordination and protection, and electric planning studies
Must have experience in use of electric system load flow analysis and protection software
Experience in the function and application of distribution elements
Familiar with GIS software and AutoCAD
Skilled personal computer use, including use of engineering analysis, word processing and spreadsheets software and applications associated with this position
Must have the ability to supervise effectively, plan and organize work schedules, make sound decisions, develop solutions to situations and train others
Must have leadership ability to enable and empower employees to accomplish the District's goals and objectives through individual and team performance
Must have the ability to understand, follow and communicate accurate, clear and concise written and verbal information and instructions
Must develop a thorough knowledge of District accident prevention procedures and tools and applicable state and federal regulations
Must have math, reading and writing skills required for the job functions
Must have knowledge of distribution system design, construction methods, maintenance and operation
Must develop knowledge of the FERC accounting system
Must be familiar with fundamentals of electricity and become familiar with the operation of the District's electrical system
Must be familiar with computer aided drafting and its various applications
Must have knowledge of NESC, NEC, WAC Chapter 45 and other related codes and District specifications and regulations
Must be familiar with NERC reliability standards and WECC reporting processes and procedures
Demonstrate a positive attitude, good work ethic, promptness in work arrival and in accomplishing all tasks
Must be familiar with and comply with OSHA 1910.269
Must pass a District physical examination and be able to perform essential job functions
Must have a valid Washington State driver's license and a safe driving record
