Tax Listing Supervisor
NEOGOV is seeking a motivated professional to join Chatham County's Tax Revaluation Department as a Tax Listing Supervisor. The role involves planning and implementing the listing of taxes, supervising personnel, and ensuring compliance with audit and discovery programs while providing administrative and technical support for the Tax Listing Division.

Responsibilities
Provides administrative, technical, and professional supervision for the Tax Listing Division including Personal Property Appraisers, Assessing Technicians, and Administrative Assistants involved in the listing and appraisal of personal property
Oversees the audit and discovery compliance programs and answers difficult questions
Supervises, oversees, and participates in the preparation and administration of a variety of records and reports such as annual listings, appraisals, assessments, scrolls, billings, abstracts, monthly release reports, business personal property audits, etc
Prepares and reviews staff annual performance appraisals
Conducts job interviews for hiring new employees; determines best candidate; hires for new positions; handles discipline issues
Researches and gathers information to render accurate judgment in valuing property; runs specific pricing programs for personal property pricing
Reconciles tax billings for the County, municipalities, fire districts, and special districts; verifies and reconciles values to levy; prepares reports and levy spreadsheets for five municipalities
Reconciles and prepares schedules for the department's annual audit; justifies figures to the Finance Director and the County’s audit firm
Approves or disqualifies applications for property tax exemption for both real and personal property; maintains records; oversees the processing of records; audits results of revenue loss; audits records as required by state statutes (death records, income requirements, use requirements, etc.)
Conducts special studies; analyzes data in preparing reports for the State of North Carolina Department of Revenue as well as other government agencies, county departments, and the general public
Reviews audits from third-party vendors for accuracy and approves or disapproves for processing, relays needed changes back to auditors, signs discovery notice letters
Coordinates personal property appeals; meets with taxpayers and their representatives, prepares appeals for the Board of Equalization and Review; maintains records of appeals; approves real, personal, and motor vehicle abatements and adjustments; justifies abatements to Tax Administrator, Finance Director, and the Board of Commissioner members as requested
Plans and conducts training and educational opportunities for subordinates, managers, and other tax office staff on various topics of importance to the department
Plans and prepares public relations, informational notices, and media coverage and
Performs other duties as assigned
Qualification
Required
Bachelor's degree with coursework in business administration, finance, or related field and considerable experience in property tax administration, or equivalent combination of education and experience
Comprehensive knowledge of current property tax listing, appraisal and collection principles and practices
Comprehensive knowledge of building construction practices and of building and land values
Comprehensive knowledge of the principles, practices and relevant laws related to tax listing
Comprehensive knowledge of personal and real property appraisal methods and techniques
Comprehensive knowledge of governmental accounting procedures and fiscal management
Ability to develop and implement an effective system for the listing of personal property
Ability to prepare detailed reports
Thorough knowledge of standard office procedures, practices and equipment
Skill in the use of computers and software systems such as Microsoft Office
Ability to communicate ideas effectively both orally and in writing
Ability to plan and supervise the work of subordinate employees
Ability to establish and maintain effective working relationships with county officials, board members, associates and the general public
Must possess a valid North Carolina driver's license
Must possess or obtain certification as real and personal property appraiser with two years of employment
