Owner Representative - Sr. Program Manager - Civil, Structural, & Architectural
FusionIRX is seeking an experienced Owner Representative - Sr. Program Manager to lead the Civil, Structural, and Architectural aspects of a major semiconductor fabrication project. This role focuses on representing the owner's interests throughout various project phases, ensuring compliance with quality standards and project objectives while coordinating with contractors and stakeholders.

Responsibilities
Act as owner's primary CSA liaison, reviewing designs, specs, and plans for compliance with owner needs, regulations, and semiconductor requirements
Oversight of:
Site preparation, earthworks, foundations, drainage systems, roads, and utilities infrastructure to support the overall project
On-site oversight, coordination with contractors and MEP (Mechanical, Electrical, Plumbing) teams, quality inspections, risk mitigation, and implementation of safety/sustainability practices
Off-site manufacturing and oversight
Final inspections, project handover, as-built documentation, and evaluations to confirm operational readiness
Pre-Construction, Construction, and Post-Construction
Monitor on-site contractor performance via inspections, audits, and quality checks; identify issues and recommend fixes
Coordinate between owner, designers, contractors, and suppliers; resolve civil, structural, and architectural problems
Deliver independent reports on status, budgets, schedules, and risks to aid decisions
Enforce environmental, safety, and sustainability standards, including modular/offsite prefab oversight for faster timelines
Assist with handover, and post-build reviews; ensure CSA elements support high-volume production
Qualification
Required
Minimum 20 years in construction oversight or owner's rep for large, industrial projects; expertise in complex CSA within EPC (Engineering, Procurement, and Construction) environments prioritized
Bachelor's in Civil or Structural Engineering, Architecture, Construction Management, or related certifications desirable, but not required depending on experience
Professional certifications ed (e.g., PE, CCM) desirable but not required depending on experience
Comprehensive knowledge of CSA codes, standards, and best practices (e.g. IBC, ASCE 7, ACI 318, AISC 360, ADA, etc.)
Expertise in EPC CSA, including cleanroom standards (e.g., ISO) and vibration-sensitive designs
Strong analytical, problem-solving, communication, and negotiation skills for multidisciplinary owner representation
Proficiency in project tools (e.g., Primavera P6, Procore, BIM 360)
Experience in contract administration
Ability to work independently as contractor, handling confidential info under NDAs
On-site in Boise, ID; available for overtime/weekends as needed
Must pass drug screen and background check
Preferred
OSHA 30 or equivalent preferred
Prior roles in brownfield/greenfield projects
Knowledge of U.S. high-tech manufacturing regulations
