Public Works Supervisor - Parks and Grounds
NEOGOV is seeking a Public Works Supervisor for the City of Punta Gorda, responsible for overseeing all operations associated with the Parks and Grounds maintenance program. The role includes supervising staff, managing maintenance tasks, and ensuring compliance with safety and environmental standards.

Responsibilities
Plan, assign, supervise, and inspect the daily work of staff engaged in landscaping, turf management, tree care, irrigation, playground maintenance, athletic fields, beautification projects, etc
Provide training, mentoring, and performance feedback to ensure compliance with City standards, safety regulations, practices, and Department of Environmental Protection (FDEP) best practices
Schedule work assignments, monitor progress, and evaluate outcomes for efficiency, quality, and customer service
Oversee upkeep of City parks, trails, medians, rights-of-way, and public grounds, ensuring safe and attractive conditions
Direct turf management, fertilization, herbicide/pesticide applications, and irrigation programs in compliance with Florida Green Industries BMPs and FDEP water quality rules
Manage playground inspections and repairs to meet Consumer Product Safety Commission (CPSC) and ASTM standards for safety and accessibility
Manage interactive fountain inspections and repairs to meet the Department of Health standards for safety and sanitation
Coordinate tree trimming, planting, and removal consistent with ISA standards and local ordinances
Develop and track work orders using City provided software ensuring proper tracking and reporting needs are met
Support capital improvement and special projects such as new park construction, facility upgrades, or landscape restorations
Prepare cost estimates, specifications, and project schedules for procurement and contractor coordination
Assist in developing and monitoring the division’s annual operating budget, including staffing, materials, equipment, and contracted services
Review and approve requisitions and vendor invoices consistent with City procurement policies
Monitor expenditures to ensure cost effectiveness and budget compliance
Ensure all operations meet applicable federal, state, and local codes or standards, including ADA accessibility, all safety requirements, Florida pesticide application licensing, and stormwater management BMPs
Maintain accurate records of inspections, maintenance logs, pesticide/herbicide applications, and equipment servicing
Promote and enforce safe work practices, including use of PPE, equipment operation protocols, and traffic control in rights-of-way
Coordinate hurricane preparedness and recovery for parks and grounds in accordance with City emergency management protocols
Respond to storm damage, flooding, debris clearance, and facility recovery as required
Serve as a primary responder for after-hours emergencies affecting public parks and grounds
Communicate effectively with City management, elected officials, staff, community groups, and the public regarding park conditions, maintenance schedules, and service requests
Represent Public Works and collaborate with multiple departments as needed in meetings with consultants, contractors, and regulatory agencies, and Engineering on shared facilities and projects
Ensure high levels of customer service and public satisfaction in all parks and grounds operations
Qualification
Required
Knowledge of principles and practices of supervision and personnel administration
Knowledge of city and department policies and procedures
Knowledge of budgeting and control
Knowledge of occupational hazards and safety precautions
Knowledge of applicable federal, state, and local codes and ordinances
Knowledge of parks and facilities maintenance, operation, and management
Knowledge of flower, shrub, and grass planting, pruning, cultivating, fertilizing, watering, and other aspects of plant propagation and care
Skill in planning, organizing, and prioritizing work
Skill in performing mathematical computations
Skill in the use of a computer
Skill in oral and written communication
Able to perform a broad range of supervisory responsibilities over others
Able to communicate in the English language by phone or in person in a group or one-to-one setting
Able to learn job-related material primarily by making inferences from written materials and through structured lectures
Able to monitor capital improvement projects to ensure the department's concerns and standards are met
Able to read and interpret blueprints and layouts used to estimate material and labor costs
Able to produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar
Able to work cooperatively with the general public and other City employees
Graduation from high school, or a GED from a properly accredited institution of learning
Five years of experience in parks, grounds, and facilities maintenance, or a combination of education and experience
Two years of experience in a supervisory position
Preferred
An Associate's degree in construction management or related field highly desired but not required
