Senior Manager - Service Development
Jacksonville Transportation Authority is responsible for transit planning and operations, and they are seeking a Senior Manager - Service Development to oversee data management, transportation modeling, and asset management. Responsibilities
Supervise the development and maintenance of agency databases that support planning activities and assist in evaluating system performance
Perform and supervise transportation modeling efforts
Use and/or supervise the use of Geographic Information Systems (GIS) to support agency-wide planning
Coordinate with Transit Operations in the maintenance and use of key data sources, including the automatic passenger counter program (APCs) and Computer Aided Dispatch/Automated Vehicle Locator (CAD/AVL) systems
Develop applications based on agency-generated data to improve transit system performance
Manage scheduling of JTA bus operators and vehicles at regular intervals to meet service needs and in compliance with the associated labor agreement
Perform market research and surveys, such as transit origin and destination surveys, to support transit operations and system planning
Support system planning efforts by evaluating and refining service proposals to ensure financial feasibility and successful implementation
Perform quality assurance/quality control on major transportation planning and construction projects
Develops, implements, and monitors short and long-term projects, plans, goals and objectives focused on achieving the authority’s mission, strategic plan, and Board priorities
Provides direction to and manages the work of consultants and project team to ensure quality products or services are delivered on schedule and within budget
Establishes and maintains cooperative relationships with representatives of the community, government agencies and public officials, customers, and public interest groups
Conducts special studies involving research and analysis of complex and sensitive information; develops recommendations and alternative solutions and implements initiatives
Manage one or more special projects awarded to the authority; conduct research; review, evaluate and analyze statistical data, proposals and administrative reports; prepare summaries, narrative analyses and recommendations. Facilitate, coordinate and fulfill project challenges
Provide technical expertise, assistance, information, and advice as appropriate to project administrators, project teams and team members; update technical knowledge
Research existing, new and proposed legislation affecting specific project operations; interpret legislative updates and inform appropriate project administrators and team members of changes in legal requirements; identify necessary updating policies and procedures
Coordinate and ensure mandates and other requirements are prepared and disseminated as warranted; distribute project deliverables on time, within budget and at the required level of quality; evaluate project outcomes as established in the project plan
Monitors project progress, drafting and distributing periodic progress reports for leadership and stakeholders
Qualification
Required
Bachelor's degree from an accredited college or university
Three (3) years of progressively responsible transportation planning experience, with two (2) years of supervisory or management experience
Actively demonstrate JTA's Elements of a Leader, including being engaged, courageous, a good communicator, empathetic, a critical thinker, a team player, a strategic thinker, customer-focused, a change agent/innovative, inspirational/high energy, accountable, and having integrity
Advanced knowledge and experience with Geographic Information Systems (GIS) support transportation planning, including ArcGIS Desktop, Server, and ArcGIS Online as well as development of Collector and Survey 123 applications
Knowledge of transit service development initiatives and performance tracking techniques
Knowledge of planning practices, public policy and transportation programs relating to transportation planning projects
Knowledge of transportation modeling techniques and the use of modeling software
Knowledge of principles of management, supervision, training, and performance evaluation
Familiarity with labor relations and labor agreements
Proficient with Microsoft Office Suite, including advanced functions in Microsoft Excel and Word
Effective communication skills, both orally and in writing, with employees of all levels within an organization
Ability to analyze data and make recommendations based on the data
Skill in the development and monitoring of budgets and analysis of manpower needs
Ability to comply with all regulations, policies, work procedures, and instructions
Ability to conform to all safety rules and wear/use all appropriate safety equipment
Preferred
Master's degree in planning or related field
