Personnel Management Officer, IHSC Personnel Unit (O-5 Billet) Non-Supervisory

Responsibilities

Manage human resources activities for an assigned IHSC region encompassing over 100 employees
Collaborate and communicate with internal and external stakeholders to execute human capital processes
Manage national programs such as SRCOSTEP, Employee Quarterly Awards, PHS Awards, SharePoint personnel databases, IHSC New Hire Orientation Program, and the National Health Service Corps Loan Repayment Program
Prepare and track personnel actions (e.g., hiring, retiring, separating) using Form 1662
Develop and revise IPU policies and guidance
Coordinate security suitability clearances and the government official passport program
Manage assignment pay for PHS employees by region
Respond to inquiries from officers, managers, dependents, and applicants regarding Commissioned Corps regulations and requirements
Serve as liaison with the Household Goods (HHG) relocation team, coordinating memos for temporary storage extensions
Provide instructions and forms for creating accounts in the Concur travel system and obtaining Government Travel Cards for PHS Officers
Prepare, develop, and implement standard operating procedures to ensure consistency and compliance across operations
Liaison with ICE Ethics for Outside Activity approval for officers
Act as backup approver for travel authorizations in the Concur travel system
Facilitate out-processing for departing personnel and ensure the destruction of PIV cards for departing PHS officers
Coordinate onboarding programs for staff within assigned personnel regions
Prepare and issue offer letters and provide guidance to applicants throughout the onboarding process
Attend recruitment fairs, Officer Basic Course (OBC) graduations, and the PHS COF Symposium
Distribute retirement awards and certificates on an ongoing basis
Provide guidance to officers and supervisors, locally and nationally, on the USPHS awards process and requirements
Manage assigned projects and tasks in a timely and efficient manner consistent with IPU priorities
Support and advance IPU business initiatives and strategic goals through effective program and personnel management
Perform additional duties as assigned

Required

Graduate degree in human resources management
Must maintain requirements for clinical licensure, if applicable
If a clinician, must be able to TDY internally to support the field as needed
Ability to work effectively in a team-centered environment
Knowledge of USPHS personnel policies, program guidelines, and recruitment strategies
Knowledge of program policies and guidelines, and operating procedures relating to personnel management
Knowledge of organizations and responsibilities of all levels of government operations for recruitment and retention
Flexibility and adaptability to sudden changes in schedules and work requirements
Intermediate degree of independence, initiative, and follow-through on sensitive, complex issues
Ability to collaborate with stakeholders outside of the unit
Knowledge and proficiency in MS Office Applications
Knowledge and proficiency in SharePoint

Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC
ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission
Applicants must be a current USPHS Commissioned Corps Officer
USPHS Call to Active Duty (CAD) candidates are not eligible for this position
Civilians are not eligible for this position
PHS officers must participate in IHSC TDY On-Call Schedule (ITOS)
