Responsibilities
Facilitates team or unit processes by working in collaboration with team members or employees to ensure that tasks are completed and team priorities, goals, needs and achievements are coordinated with management
Prepares reports, maintains records, administrative information. Prepares and presents work-related information to supervisor
Researches qualitative and quantitative methods in the appropriate laboratory specialty area. Performs statistical analysis on quality control and quality assurance monitors
Conducts studies and recommends changes to correct deficiencies and improve the specialty area
Designs workflow to accomplish objectives in the clinical specialty area
Is responsible for coordination of training in the methods and techniques of the appropriate laboratory specialty area
Writes and revises all Standard Operating Procedure manuals in section. Designs and prepares appropriate instrument maintenance logs, reviews these logs monthly, and assures that proper routine maintenance is being done by technicians/technologists
Reviews all verified results in assigned area (including results from off-hour and weekend shift(s)) to ensure accuracy. Recognizes, responds, and documents errors in a timely manner. Provides guidance for proper corrective action and notifies providers, as appropriate
Is responsible as a primary source of information for maintaining current instrumentation and is responsible for evaluating new and evolving developments in laboratory instrumentation and automation. Recommends new/replacement instrumentation and assists in the implementation process of new equipment and test systems
Provides technical instruction, ensuring that policies, procedures, and regulatory requirements are followed
Coordinates Quality Control activities with the Supervisor. Coordinates proficiency program for the appropriate laboratory specialty
Performs all manual and automated tests, as needed, in the section as outlined in the procedure manual
Orientation and evaluation of the competency of assigned staff including identification of continuing education and training needs
Coordinates, performs, and documents quality control reviews, calibrations, validations, and method verification activities, and ensures acceptability. Verifies correct instrument operation using established procedures and quality control checks
Responsible for the generation of laboratory results from his/her area into the laboratory computer system and for the editing and verification of the results recorded into the computer system
Evaluates the validity of data in relation to the test system and assay procedures; correlates quantitative data with patient data (i.e., history, medications), to verify results; performs additional testing to clarify or confirm abnormal patient results; and recognizes abnormal results which require immediate attention by the physician and reports them directly
Determines requirements for and evaluates statistical information to establish quality control parameters and reference ranges
Advising on course of action to follow when results or samples obtained are unacceptable
Maintains and troubleshoots laboratory equipment and recognizes deviations in test performance
Participates in quality assurance and quality improvement data collection, submission, and review
Manages inventory and places orders for specified areas of the laboratory
Assists the Laboratory Manager in ensuring compliance of standards set by accrediting/regulatory agencies by utilizing checklists and directives
Assigns and oversees proficiency testing and initiates exception report when required
Performs other duties as assigned by Laboratory Manager or delegated by the Laboratory Medical Director

Required
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
Education: A bachelor's degree or higher from an accredited college or university
Certification: Candidates must meet one of the certification options below: (a) Generalist certification as an MLS given by ASCP BOC or AMT. (b) Generalist certification as an MT given by ASCP BOR or AMT. (c) Categorical certification or Specialist certification by ASCP or AMT
Must be proficient in written and spoken English
All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment

1 year of creditable experience equivalent to the GS-11 grade level is required for all GS-12 assignments
Knowledge of professional clinical laboratory science principles, practices, concepts, and theories that support sound, independent work
Knowledge of laboratory quality control and quality assurance procedures and principles of performance improvement
Skill in informatics, laboratory data flow, and laboratory processes
Ability to maintain, troubleshoot, and repair instrumentation
Ability to use independent technical judgment to analyze and interpret laboratory results
Ability to read, interpret, and apply complex written instructions
Ability to communicate, consult, and interact with other members of the health care team, external relations, customer service, and patient education
