Chief Policy Officer and Director for International Affairs
The United States Patent & Trademark Office (USPTO) is seeking its next Chief Policy Officer and Director for International Affairs (CPO). The CPO works directly with the Under Secretary and Director on IP protection and on IP-related trade issues, including proposed legislation and international activities of the United States.

Responsibilities
Serve as the principal advisor to the Under Secretary of Commerce for Intellectual Property and Director of the USPTO and the Deputy Under Secretary and Deputy Director of the USPTO on domestic and international policy matters related to intellectual property (IP)
Significantly impact and influence on the establishment and implementation of patent, trademark, copyright, trade secret, and IP enforcement policy at the national and international levels
Manage operations and programs, including overseeing the work of its policy teams, the Global IP Academy, the IP Attaché program, and the Office of Chief Economist
Formulate and oversee the creation and evaluation of legislative policy proposals, as well as the economic analysis and research to support them and the preparation of supporting documentation to carry them out
Supervise analyses of IP-related policy issues before the Executive Branch, and solicitation and evaluation of public views, including through hearings and requests for comments
Lead the USPTO's efforts to promote the development of high-quality IP systems around the world, including maintaining and improving multilateral systems for the establishment, protection, and use of IP rights
Serve as the head of OPIA, managing its operations and programs, including overseeing the work of its policy teams, the Global IP Academy, the IP Attaché program, and the Office of Chief Economist
Represent and oversee representation of the United States at international forums, including WIPO, the WTO, and the OECD, and its participation in cooperative IP forums, such as the IP5, the TM5, and the ID5
Qualification
Required
The minimum educational requirement is a law degree and an active membership in good standing of the bar of a state or territory of the United States
Demonstrated knowledge and experience of United States and international policies and affairs across the spectrum of IP subject matter such as patent, trademarks, trade secret, copyright and various related issues and rights
Demonstrated knowledge and experience of international trade and Intellectual Property agreements
Commitment to the Rule of Law and Principles of the American Founding: Requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people
Driving Efficiency: Involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades
Merit and Competence: Involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality

Must be a U.S. Citizen
