Responsibilities
Plans, organizes, directs, implements and evaluates recreational programs, projects and facilities
Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits
Procures and/or manages inventory (i.e., supplies and equipment) to ensure the products and services are available to meet the operational needs of each division
Oversees the upkeep and maintenance activities of city parks, sports complexes, recreational facilities, city properties and surrounding grounds
Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training
Performs general administrative duties including reviewing/producing reports, letters, and other types of written correspondence, attending meetings, conferences, and addressing complaints/concerns as needed to maintain appropriate documentation, developing of job standards, ensure up to date processes and the efficient operation of the department
Manages/directs the staff and activities of a civic center which include overseeing the rental of rooms for events such as wedding receptions, meetings, parties, etc., contract management, catering services and facility maintenance
Gives general oversight to all divisions operating under Parks and Recreation
Qualification
Required
Bachelor's degree in Recreation Management, Public Administration, Physical Education (or a related degree that includes coursework in management, program/event planning, legal issues, and leisure/athletics)
Possession of a Valid Driver's License
Experience directly supervising entry and professional level employees which includes planning the work of others and delegating tasks, reviewing the work performance of others, providing disciplinary measures, coaching and training employees, and conducting performance appraisals
Full time experience administering and directing the day-to-day operations of park and recreation facilities/activities (e.g., recreational centers, sports complexes, swimming pools, parks, organized sports, etc.) which includes experience reviewing recreational programs and activities, negotiating contracts, selecting vendors, and marketing recreational programs
Experience speaking or presenting information to groups, civic organizations, and/or communicating with high level governmental officials
Experience assisting with budgeting and monitoring expenditures
Knowledge of the necessary methods and techniques of planning recreation programs and activities
Knowledge of budgetary principles and procedures, and encumbrances/expenditures such as revenues, expenditures, and appropriations involved in establishing and maintaining budgets
Knowledge of procedures and guidelines governing the purchase of equipment, supplies, services
Knowledge of practices, methods, and techniques associated with contract and vendor management including contract writing, negotiation of terms and costs, and account reconciliation
Knowledge of techniques involved in gathering, compiling, reporting information about programs, projects, policies and outcomes
