Responsibilities

Primary responsibilities are to direct and manage operations, assess mission requirements, and advocate for resources and equipment required to accomplish the OFO mission; responsible for the full scope of OFO mission functions
Provides technical advice on the admissibility of travelers; import/export of cargo, merchandise and articles accompanying persons; international mail compliance; arrival/departure of vessels, aircraft, and vehicles involved in international trade; and/or anti-smuggling and terrorist activities, including apprehension and detention of those suspected of violating such laws and regulations
Responsible for directing proactive enforcement activity in support of the OFO mission including anti-terrorism, anti-smuggling, outbound, and others to accomplish the OFO mission
Ensures full and proper use of enforcement skills and resources including interviewing, examinations, targeting, intelligence, non-intrusive inspection equipment, radiation detection devices, and canine enforcement teams specially trained to detect chemical or biological weapons, narcotics and their precursors, or currency
Directs and oversees the full scope of passenger-related programs, processes, facilities, and enforcement within the area of responsibility

Firearm Requirement-This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996
Motor Vehicle Operation: You must possess the Ability to operate a Government Owned Vehicle. A valid, non-restricted driver's license is required
DHS uses E-Verify, an Internet-based system, to confirm the eligibility of all newly hired employees to work in the United States
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/12/2025
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Ensuring effective analysis of advanced cargo information prior to arrival and proper examination of shipments using all appropriate resources including interviewing, examinations, targeting, intelligence, non-intrusive inspection equipment, radiation detection devices, and canine enforcement teams
Overseeing the full scope of passenger-related programs, processes, facilities, and enforcement within their area of responsibility; having responsibility for directing overall passenger processing and enforcement strategies; addressing anti-terrorism, border security, and agriculture priorities
Interpreting and applying applicable laws, rules, and regulations and employing decision-making skills to make complex decisions related to the inspection of travelers and shipments, and identifying those requiring further scrutiny, especially those involving terrorist individuals and instruments of terror
Knowledge of principles and techniques of management to accomplish work through others. Good understanding of requirements and procedures involved in supervising federal employees, including responsibilities relative to bargaining unit employees
