Director, Command, Control, Communications, Computers and Missile Defense

Responsibilities
Directs the professional staff and oversees the management of the activities of the Office of Director, Command, Control, Communications, Computers (C4) and Missile Defense. Ensures staff is individually trained and experienced such that they are recognized as the Department's primary Acquisition Corps authorities on the planning, management, system engineering, acquisition strategies, and technical content of major acquisition program portfolios
Collaborates with key executive staff members in the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD A&S), other Office of the Secretary of Defense (OSD) offices and agencies, the Joint Staff and the Services, and the Intelligence Community on matters involving assigned Strategic, Space, and Intelligence Portfolio Management (SSIPM) portfolios, including technical, cost, and schedule issues that might affect the availability of capabilities
Leads the conduct of mission-based portfolio analyses within the incumbent's assigned portfolios. Develops quantitative and qualitative measures of performance or effectiveness, tied to factors impacting operational mission success
Serves as DASD(SSIPM)'s C4 and missile defense capabilities portfolio manager. Oversees and analyzes assigned capability portfolios across the Department to assess cost, schedule, and performance risks
Supports the Department's strategic reviews as directed with analysis of assigned portfolios and programs capabilities and gaps. This includes recommendations on tradeoffs among programs in portfolios. Assesses performance of C4 and missile defense portfolios in support of the Office of the USD(A&S) participation in OSD Program and Budget Reviews and in support of Congressional reporting requirements
Qualification
Required
U.S. citizenship
Ability to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI)
Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE)
Bachelor's degree in engineering from an ABET-accredited program or equivalent education and experience
Demonstrated ability to analyze detailed, complex C4 and/or missile defense enterprise-related issues in the context of portfolio management, resources, and acquisition programs and projects
Demonstrated managerial competence and broad background in C4 and/or missile defense enterprise-related research development and acquisition matters
Demonstrated knowledge of the American system of government and commitment to uphold the Constitution and the rule of law
Demonstrated ability to strategically and efficiently manage resources and budget effectively
Demonstrated knowledge, ability, and technical competence to effectively produce high-quality work
Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals
Demonstrated ability to achieve both individual and organizational results aligned to stated goals
