Facility Program Manager (Procurement and Pharmacoeconomics)
The VA St Louis Health Care System is seeking a Facility Program Manager responsible for the organization and management of the Pharmacy procurement program. This role includes overseeing a multi-million dollar budget for pharmaceuticals and ensuring compliance with federal, VHA, and local acquisition regulations.

Responsibilities
Develops, implements, and manages programs to contain drug therapy costs, including participation in the development of disease management programs
Designs, conducts analysis, and reports drug utilization evaluations to pharmacy management and local Pharmacy and Therapeutics Committee
Monitors approved pharmaceutical manufacturer rebate and discount programs to assure appropriate cost savings are realized
Analyzes and designs reporting tools that assess service impacts on patient care, cost containment, and performance
Manages daily functions related to fund control management
Processes 1358s, 2237s, and purchase card orders for obligating appropriate funds for pharmacy service budget
Acts as a purchase cardholder approving official for pharmacy service and oversees purchases of pharmacy procurement technicians
Manages use of non-formulary and formulary restricted agents through the prior authorization drug process
Coordinates medication conversions to comply with local, VISN, and national contracts or approved formulary substitutions
Supervises and serves as a preceptor for pharmacy students and residents
Conducts educational programs for physicians, nursing, pharmacy staff, and others as assigned
Qualification
Required
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d)
Must be proficient in written and spoken English
Must pass pre-employment physical examination
Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)
Preferred
Residency in pharmacoeconomics or related pharmacoeconomic experience
