Senior Project Manager - Level II

Responsibilities

Responsible for all aspects of clinical project lifecycles including planning, scope definition, design, execution and delivery that support clinical performance and competency
Coordinates clinical research projects and provides programmatic, clinical and project management oversight for all aspects of trials and projects
Develops and provides technical guidance in the development of administrative and operational processes, templates, procedures/protocols and other core documents
Provides overall clinical project/program management activities including utilizing project/program management tools and techniques to organize, plan, execute, report and evaluate project/program objectives
Defines clinical project milestones, and develops and reviews plans and specifications of assigned projects to be familiar with all details and project scopes. Prepares and reviews project reports and metrics
Confers with planning personnel to determine the nature and scope of proposed clinical projects and programming schedules and with estimating personnel to verify validity of budget estimates. Ensures that adequate funds are budgeted and funds are available before commitments are made
Consults with departmental leadership and other key stakeholders to develop implementation schedules and provides support to the development and implementation of various operational plans and technical/logistical tracking systems to meet operational needs
Coordinates reviews among internal business teams, planning staff, local health care setting administrators and, as directed to ensure optimum efficiency and effectiveness in the coordination of assigned clinical projects
Ensures that scope statements, estimates and contract documents are prepared, in accordance with standards and NYC Health + Hospitals Operating Procedures
Reviews progress and cost statements including cumulative change order costs to ensure clinical projects remain on schedule and within budgetary limits. Monitors progress against milestones and key deliverables and other performance indicators, and manages risk by proactively anticipating issues and developing contingency plans and solutions
Evaluates funding status and additional requirements for all cost elements such as site design and construction costs
Directs schedule development, monitoring and coordination of assigned clinical projects, and informs appropriate personnel regarding start-up operations and completion dates
Analyzes problems and critical situations relating to assigned projects and develops alternative solutions with teams; reviews these proposals with staff and defines and implements decisions
Oversees the collection, compilation, and analysis of clinical program activity data to evaluate clinical performance and competence
Performs other related duties, as assigned

Required

Master's Degree from an accredited college or university in Business or Public Administration, Healthcare Management, Engineering, Social Sciences, Physical Sciences or a related discipline; and four (4) years of progressively responsible experience in administration, management and execution of clinical projects and programs of various complexities, in a health care setting or for health care programs, one (1) year of which must have been directly managing multiple concurrent clinical projects and programs in those areas; or
Bachelor's Degree from an accredited college or university in one of the disciplines listed in 1 above or a related discipline; and six (6) years of progressively responsible experience as described in 1 above, three (3) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area; or
Bachelor's Degree from an accredited college or university in one of the disciplines as listed in 1 above or a related discipline; and Certification in Project Management as listed below, and five (5) years of progressively responsible experience as described in 1 above, two (2) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area
Project Management Professional (PMP) certification
Program Management Professional (PgMP)
Certified Associate in Project Management (CAPM)
Lean Six Sigma (LSS)
Certified ScrumMaster (CSM)
SAFe Agilist (SA)

Preferred

PMP Certification preferred
Completion of Master's Degree in Business Administration, Health Administration, Public Administration or Public Health
A minimum of 3 years of PM experience and responsibilities in change management, organizational transformation, or leading the people side of change
Strong knowledge of change management frameworks (e.g., Prosci ADKAR)
Excellent stakeholder management skills and ability to plan & problem solve
Excellent communication and facilitation skills and ability to communicate effectively with all levels of the organization
Ability to travel up to 30%, based on project needs
Proficiency with Microsoft Visio, Project, Excel, Word and standard computer programs required
