Senior Project Manager - Level I

Responsibilities
Responsible for all aspects of the project lifecycle including planning, scope definition, design, execution and delivery, including development of administrative and operational processes, templates, procedures/protocols and other core documents
Provides overall project/program management activities including utilizing project/program management tools and techniques to organize, plan, execute, report and evaluate project/program objectives
Defines project milestones, and develops and reviews plans and specifications of assigned projects to be familiar with all details and project scope. Prepares and reviews project reports and metrics
Confers with planning personnel to determine the nature and scope of proposed project and programming schedules and with estimating personnel to verify validity of budget estimates. Ensures that adequate funds are budgeted and funds are available before commitments are made
Consults with departmental leadership and other key stakeholders to develop implementation schedules and provides support to the development and implementation of various operational plans and technical/logistical tracking systems to meet operational needs
Coordinates reviews among internal business teams, planning staff, local health care setting administrators and, as directed to ensure optimum efficiency and effectiveness in the coordination of assigned projects
Ensures that scope statements, estimates and contract documents are prepared, in accordance with standards and NYC H+H Operating Procedures
Reviews progress and cost statements including cumulative change order costs to ensure projects remain on schedule and within budgetary limits. Monitors progress against milestones and key deliverables and other performance indicators, and manages risk by proactively anticipating issues and developing contingency plans and solutions
Evaluates funding status and additional requirements for all cost elements such as site design and construction costs
Directs schedule development, monitoring and coordination of assigned projects, and informs appropriate personnel regarding start-up operations and completion dates
Participates in site-assessment activities to examine competencies and capabilities and provides input for training and capacity building to enhance performance
Analyzes problems and critical situations relating to assigned projects and develops alternative solutions with teams; reviews these proposals with staff and defines and implements decisions
Participates in internal/external quality assurance/performance improvement (QA/PI) activities, programs, training, and identifies problems and recommends standard, cost-effective measures and improvements
Performs other related duties, as assigned
Organizes, plans, executes, reports and evaluates clinical project and program goals and objectives in various clinical areas
Coordinates clinical research projects and provides programmatic, clinical and project management oversight for all aspects of trials and projects
Oversees the collection, compilation, and analysis of clinical program activity data to evaluate clinical performance and competence; develops and designs action plans to support clinical performance and competency
Provides technical guidance in the development of administrative and operational processes, templates, procedures/protocols and other core documents
Qualification
Required
Baccalaureate degree from an accredited college or university in Business or Public Administration, Healthcare Management, Engineering, Social Sciences, Physical Sciences or related discipline
Six (6) years of progressively responsible experience in project and program management, execution, and implementation, three (3) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or related area
Certification in Project Management (e.g., Project Management Professional (PMP) certification, Program Management Professional (PgMP), Certified Associate in Project Management (CAPM)) and four (4) years of experience as described in #2 above, two (2) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or related area
Preferred
Experience supporting capital projects in a healthcare or similarly complex environment, including planning, design coordination, construction management, equipment planning, and move coordination under senior leadership
Ability to collaborate with multidisciplinary teams to support capital project implementation across an active facility
Familiarity with regulatory submissions, budgeting, scheduling, design and construction oversight, quality control, and adherence to project specifications
Experience overseeing contractors or CM staff with attention to scheduling, safety, quality, and regulatory compliance
Exposure to project closeout and occupancy activities, including commissioning, equipment startups, coordination with regulatory agencies, and financial closeout
Demonstrates alignment with the mission, vision, values, and behavioral expectations of NYC Health + Hospitals
