The role involves planning, directing, and controlling accounting operations, ensuring accurate financial controls, and coordinating with various departments to maintain the financial integrity of the organization.

Responsibilities

Plans, directs and coordinates accounting operations to ensure accurate and timely receipts, disbursements, management and cost reports and other accounting and financial services, including the installation and direction of maintenance of books of accounts

Ensures accurate financial controls over the financial operations and maintains complete and adequate records for recording all financial transactions and the issuance of periodic reports therefrom

Ensures the complete and accurate preparation for accounting machine processing, recording and distribution and provides for accounting machine support for processing all accounting transactions

Develops specific financial reports from accumulated actual data, provides cost analysis and reports for special variable situations using operating statistics

Establishes and administers procedures pertaining to all phases of accounting and provides services pertaining to all areas and departments

Coordinates the efforts of health care setting Controllers with Central Office to ensure efficient and economic financial management

Consults with representatives of government and industry in representing NYC Health + Hospitals to ensure efficient and adequate reimbursement rates and to strengthen relationships as necessary

Controls the reconciliation of the System’s Bank Accounts and maintains complete accounting for Capital Budget expenditures

Establishes a system of reports for guidance of NYC Health + Hospitals financial management and health care setting financial officers in the operation of authorized financial and accounting systems. Directs staff in operations relating to financial data books, ledgers, records and reports needed to account for and records the results of operations and assets of the System and its subsidiaries

Required

Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and four (4) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, three (3) years of which must have been in responsible administrative or managerial capacity

Bachelor's degree from an accredited college or university in disciplines, as listed in '1' above; and five (5) years of experience, as described in '1' above, three (3) years of which must have been in a responsible administrative or managerial capacity
