Programmer Analyst III - School of Public Health Hybrid

Responsibilities
Propose, design, and develop software solutions integrating C# and/or Visual Basic.NET, SQL Server, and modern web frameworks which will best meet the needs of the client/user
Develop and implement system logic and code for web-based database applications and related tools
Adheres to the departmental standards for program specifications and ensures the documents are approved by the client and supervisor
Responsible for full-stack application development, including API design, backend logic, and UI integration
Maintain and enhance existing systems; analyze and refactor legacy code for improved performance and maintainability
Build responsive and dynamic front-end interfaces using Angular and/or react
Develop and consume RESTful APIs for data exchange across services and applications
Design and optimize relational database schemas and stored procedures using Microsoft SQL Server
Troubleshoot and resolve complex software issues while ensuring high system reliability and performance
Promote knowledge sharing, code reviews, and adherence to engineering best practices
Prepares the proper paperwork and follows correct procedures for implementing new programs or changes in production
Stay updated on emerging technologies and recommend improvements to enhance project outcomes

Qualification
Required
Bachelor's degree in computer science or related field, or relevant experience in lieu of education
Three and a half years of programming experience
Strong backend development experience using C# and/or Visual Basic .NET
Hands-on experience with TypeScript, JavaScript, HTML, CSS, Angular and/or react for front-end development
Modern frameworks/libraries such as Angular, React, Vue
Proven experience in UI development
Solid understanding of relational databases (Microsoft SQL Server preferred)
Understanding of version control systems such as Git (GitHub or GitLab)
Excellent analytical, debugging, and problem-solving skills
Strong written and verbal communication abilities with the ability to collaborate effectively in a team environment
Experience developing software solutions in healthcare or health IT domains
Frontend: Angular /React, TypeScript, JavaScript, HTML, CSS
Backend: C#, VB.NET
Database: Microsoft SQL Server
Tools & Frameworks: ASP.NET, SSRS, RESTful APIs, GitHub/GitLab
Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or up to 10 pounds constantly to move objects
This position is a security-sensitive position pursuant to Texas Education Code 51.215 and Texas Government Code 411.094
Employees must permanently reside and work in the State of Texas
Preferred
Familiarity with REDCap, SSRS, or other clinical research data systems
