Manager of Project Operations

Responsibilities
Advise and assist the Director of Housing Management on matters pertaining to the overall operation, management, and compliance requirements of PHFA-financed projects
Maintain a thorough, in-depth knowledge of HUD Regulations, Section 42 Low Income Housing Tax Credits, Federal HOME, HRA, PHARE, other agency financing, and PHFA’s Policies and Procedures for all program requirements and compliance issues
Supervise, train, and evaluate senior housing management representatives and the Assistant Housing Management Representative to achieve high performance levels on a consistent basis
Interpret and inform owners, agents, and housing management staff of all applicable program rules, regulations, and changes issued by federal agencies regarding all PHFA property operations requirements
Work in coordination with the Housing Services Department to plan, develop, and administer PHFA’s Multifamily Affordable Housing Conference
Prepare and maintain the Agency’s Housing Management Property Operations and Internal Operations Manuals
Assign properties to the appropriate Housing Management staff for the responsibilities of specific program compliance monitoring functions
Coordinate and assign Housing Management Representatives to assist the assigned development officer or tax credit officer each year in the proposed development process
Serve as liaison with local HUD offices, IRS compliance division, other state agencies, and housing authorities throughout the State
Assist owners, agents, and residents in resolving problems relating to the effective operations of the properties
Conduct regular staff meetings and trainings as may be necessary for the Norristown, Pittsburgh, and Harrisburg housing management property operations staff
Participate in pre-closing meetings for proposed developments
Prepare annual reports for DCED and the FHLB
Review and approve new and/or changes in management agents
Process, review and publish annual HOME rent and income limits
Review and approve time allocation sheets, expense reports, and travel requests from all HMRs
Arrange contracts and scheduling for REAC inspections of all HUD Risk Share Properties
Be available to assist the Director of Government Affairs, whenever called upon, in a prompt and efficient manner in resolving federal and state congressional inquiries
Complete any special assignment as requested by the Director of Housing Management, Executive Director, and the Deputy Executive Director/ Chief Counsel
