Maintenance & Operations Supervisor

Responsibilities
The incumbent has full supervisory and administrative responsibilities for all the wage-grade supervisors of the M&O Section which includes the following shops and program: Electric, Carpentry, Paint, Sign, Plumbing, Engineering Control Center, Air Conditioning, General Mechanic, Work Order Desk, Boiler Plant, Lock and Key, Grounds, and Way finding/Signage
Serves as a fulltime Maintenance & Operations Supervisor, and reports to the Associate Chief of Facilities Management Service and the Facility Manager
Plans, organizes, and directs the activities of the Maintenance & Operations element of Facilities Management, ensuring that Infrastructure Maintenance, Grounds & Transportation, Utility Plant Management and Service
Ascertains contract monitoring complies with legal and regulatory requirements and meets customer needs
Has oversight relative to overall maintenance activities and will discharge their duties/functions as necessary to ensure compliance with all applicable Codes, VA Directives, NFPA, The JC, Long Term Care Org, OSHA, and EPA requirements
Identifies estimated percentage of time spent for each duty or cluster of duties
Represents the Maintenance & Operations Department while working/coordinating with a variety of internal and external organizations/agencies
Establishes, develops, and maintains effective working relationships with other Facility Management Service organizational elements inclusive of Safety, Biomedical, Project Engineering, Environmental Management, Interiors, etc
Meets with key customer and coordinating officials to assess customer satisfaction to explain organization policy and procedures while resolving any problems that may arise
Provides or ensures that subordinates deliver customer guidance and training
Participates in special projects and initiatives and performs special assignments
Identifies the need for special projects and initiates milestones and goals
Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses
Responsible for the entire Utility Section of the JC Environment of Care Standards and various parts of the Safety Section, Fire Safety Section, Emergency Preparedness Section, Hazardous Material Section, Infection Control, and Performance Improvement Section of the JC Environment of Care Standards
Provides compliance with these and all building codes and standards
Determines appropriate recommendations for unresolved problems and performs follow-up
Researches and recommends appropriate actions or interpretation of issues with the potential to impact the organization or physical plant
Recognized as an authority in facility maintenance & operations and provides technical advice to management and personnel of other departmental/organizational elements supported by Engineering Service pertaining to problems, tasks, or work involving any or all engineering specialties. This advice encompasses the advisability, practicability, and priority of maintenance, repair, changes, modifications, and alterations to the existing physical plant. Advice also includes engineering/maintenance principles, economic/cost analyses, and historical data search
Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe work environment. The incumbent recognizes and takes action to correct situations posing a threat to the health or safety of subordinates
Ensures that subordinates wear protective safety equipment and clothing when appropriate
Will be required to visit CBOCs - Community Based Outpatient Clinic, including but not limited to Sepulveda VA

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment
Physical Requirements/Working Conditions: The work is generally sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing, bending and climbing into full-sized buses and 3-axel trucks. No special physical qualifications are required. The work is typically performed in an office setting
