Responsibilities

Create and maintain capability necessary to test all avionics products delivered by Moog
Define and manage capital purchases associated with the standard lab capability along with managing department expenses within fiscal year budgets
Define and manage the capacity necessary to test all avionics products delivered by Moog
Monthly, review and update supply vs demand information to create necessary actions that align supply with demand
Annually, supply vs demand actions include headcount forecast to establish budgets
Manage personnel including check-ins, quarterly reviews, annual salary changes, initiatives, Workday timecard review and monitoring utilization vs budget
As part of maintaining adequate capacity, assess test lab layout and quantify need for floorspace expansion to support the site long range plan (5 year forecast)
Use capability and capacity as inputs to analyze customer requirements and available capacity, determine if gaps exist and identify sound options
Involve the appropriate personnel to resolve capability and capacity issues, and calls to management's attention significant problems likely to impact the internal test or shipment plans
Monitor progress against the test lab plan and communicate program status on a regular basis
Coordinate closely with Test Engineering to understand changes in capability or capacity associated with future custom test equipment architectures
Act as an internal educator and consultant, providing education and training throughout the organization to improve others' understanding of test lab processes, capabilities and restrictions
Develop and maintain an ambitious, yet realistic test plan for the lab
Provide completion promise dates on all programs and respond to requests for changes
Ensure that the internal test plan supports the shipment plan
Develop and maintain Test hours for scheduled items
Evaluate the impact of 'top down' inputs, such as requests for testing in less that normal lead time
Evaluate the impact of 'bottom‑up' inputs, such as hardware status from Program Management or Engineering indicating that particular assemblies will not be available as scheduled, technical problems that impact the test processes, or planned production capacities that are not being attained
Monitor progress against the test plan and internal schedule, communicating program status to appropriate personnel
Take lead role in resolving capacity and testing constraint issues
Call significant conflicts to management's attention and recommend alternative courses of action
Maintain the integrity of data that supports the department budgets, program planning and capacity planning processes
Act as focal point for cycle time reduction efforts in the test lab
Maintain optimal capacity to attain satisfactory customer service levels while minimizing capital investment
Evaluate forecasts and internal sales orders for spares, repairs and production and development hardware for reasonableness and work with Program Management or Sales & Marketing to resolve issues
Develop and present a test department strategy, staffing plan, and budget to top management that is in alignment with fiscal year and long-range planning demand

Required

Bachelor Degree in business or engineering
Minimum of five years electronics test experience
Working knowledge of electronics testing processes and equipment
Familiarity with how the products are sold
Understanding of the importance of short lead times and on-time delivery
Sound understanding of MRP II material control systems
Ability to rapidly acquire a detailed understanding of the specific systems used at Moog
Skilled in the quantitative analysis of business problems
Proficient or able to quickly develop expertise in the use of spreadsheet and scheduling/capacity planning software
Personal drive and human relations skills to deal with conflicting interests of customers, Program Managers, Engineers and Managers of different operating units
